ORDINANCE NO.00'7-14
AN ORDINANCE OF THE CITY OF PORT ORCHARD,
WASHINGTON, AMENDING THE BUDGET FOR
THE YEAR 2014 AS ADOPTED BY ORDINANCE NO.
029-13 TO RECOGNIZE EXPENDITURES AND
REVENUE NOT ANTICIPATED AT THE TIME OF
THE ADOPTION OF THE 2o14 BUDGET.
WHEREAS, the City of Port Orchard adopted its 2014 Budget in Ordinance No.
029-13; and
WHEREAS, the City desires to keep current on budget amendments; and
WHEREAS, it is necessary to make adjustments to accounts and/or funds by
means of appropriation adjustments that could not have been anticipated at the time of
passage of the 2014 Budget, as provided in RCW 35.33.091 and RCW 35.33.121; and
WHEREAS, the City was reimbursed $6,956 by the Association of Washington
Cities Risk Management Service Agency for a City owned 20o8 Ford Crown Victoria
damaged in a one car accident that resulted in a total loss, and the City desires to set the
money aside for future acquisition of a new vehicle, a transfer of $6,956 from Current
Expense Fund ool to Cumulative Reserve for Equipment Replacement Fund 303; and
WHEREAS, the community service vehicle broke down, and it was the
determination of the City mechanic that repair cost would exceed the value of the
vehicle, and it was his and the Public Works Director's concern that the mechanics time
is better spent on maintenance issues on the City's expensive equipment rather than
used older equipment, and there was an immediate need of a vehicle for the community
service program, requiring the City to purchase a 15 passenger 2014 Chevrolet Express
Van, $30,000 is budgeted from Cumulative Reserve for Equipment Replacement Fund
303 for van purchase; and
WHEREAS, the City partners with local agencies to lower maintenance costs,
and an interlocal agreement between Kitsap County and Port Orchard provides cost
effective traffic signal control maintenance benefiting the traveling public which
requires a Signal Reserve contract payment to Kitsap County, an additional amount of
$7,500 is budgeted from Street Fund No. 002; and

WHEREAS, the City requires professional services to determine appraisal
values, title, and open dialogue with property owners of five existing overwater
structures located within the Bay Street Pedestrian Pathway project, and Universal Field
Services, Inc will provide information leading to potential right-of-way or property
acquisition for an amount not to exceed $18,000, an additional $18,000 is budgeted
from Street Capital Projects Fund No. 304; and
WHEREAS, the Microsoft Windows XP desktop operating system lifecycle
ended on April 8, 2014 requiring the City to update to Microsoft Windows 7 thirty-three
computer work stations scattered across various departments, including Water/ Sewer,
Storm Drainage, and Street, and the City desires to amend the budget to properly
allocate $7,397 cost between the Water / Sewer, Street, and Storm Drainage Funds
using the City's Indirect Cost Allocation plan; and
WHEREAS, the City requires hydrogeological professional services in the
preparation of a Corrective Action Decommissioning Plan for the City's existing Artesian
Wells No. 3 and No. 4, and available fund balance within the sewer utility was identified
for these services, $13,200 from Water/Sewer Fund No. 401 is budgeted for
hydrological professional services; and
WHEREAS, the 2014 budget contemplated Phase 1 Improvements to the
McCormick Village Park providing an opportunity to bid alternatives for Restroom, Light
Fixtures, Parking Wheel Stops and 2-inch HMA at the shared access and parking lot,
along with the contemplated work, resulting in a bid acceptable to the Council but not
included in the 2014 budget thereby requiring an additional budget authority of $82,200
first from proceeds of timber sales Current Expense Fund No. oo1 $31,800 and the
remaining $50,400 from the McCormick Woods Park Restricted account Impact Fee
Fund No. 111; and
WHEREAS, the Municipal Court budget contemplated an additional part-time
employee using an existing computer work station that was later deemed obsolete,
which resulted in a $2,000 workstation purchase requiring an adjustment between the
from Municipal Court budget (misc) to IT budget (supplies) to account for an additional
part-time employee work station; now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON,
DO ORDAIN AS FOLLOWS:
SECTION 1. The 2014 Budget is amended to reflect the following:
(1) Estimated Appropriations:
a. $6,956 from Current Expense Fund oo1 to Cumulative Reserve for Equipment
Replacement Fund No. 303 for future acquisition of a new vehicle.
b. $30,000 from Cumulative Reserve for Equipment Replacement Fund No. 303 for
a 15 passenger 2014 Chevrolet Express Van.

c. $7,500 from Street Fund 002 for signal reserve contract payment to Kitsap
County.
d. $18,000 from Street Capital Projects Fund No. 304 for Universal Field Services.
e. $1,593 from Street Fund No. 002, $2,371 from Water Sewer Fund 401(Water),
$2,371 from Water Sewer Fund 401(Sewer), and $1,o62 from Storm Drainage
Fund 421, $7,397 to Current Expense Fund oo1 to properly allocate work
station cost between the various Funds using the City's Indirect Cost Allocation
plan.
f. $13,200 from Water/Sewer Fund No. 401 for hydrological professional services.
g. $82,200 for additional expenses for McCormick Village Park improvements.

SECTION 2. This ordinance shall be in full force and effect five (5) days after
posting and publication as required by law. A summary of this Ordinance may be
published in lieu of the entire ordinance, as authorized by State Law.
PASSED by the City Council of the City of Port Orchard, APPROVED by the
