029-13 - Ordinance - Adopting the Budget for 2014Introduced by: City Treasurer Requested by: Finance Committee Drafted by: City Treasurer Introduced: City Treasurer First Public Hearing: November 26, 2013 Adoption: December 10, 2013 ORDINANCE NO.029-13 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON ADOPTING THE BUDGET FOR THE YEAR 2014 WHEREAS, the preliminary budget for the calendar year 2014, available October 1, 2013, was submitted to the City Council; and WHEREAS, the City Council held a public hearing on revenue sources on October 22, 2013; and WHEREAS, the Council Finance Committee met four times between October 10, and November 12 to discuss the preliminary budget and make final recommendations to the Council; and WHEREAS, the City Council held two work study sessions on the 2014 preliminary budget, on October 15, and November 19, 2013 and considered the Council Finance Committee's recommendations; and WHEREAS, A Notice of Hearing was published on November 22, 2013, and November 29, 2013, in the Port Orchard Independent newspaper stating the 2014 preliminary budget was on file with the City Clerk and copies could be obtained at the office of the City Treasurer, and inviting the public to attend and/or submit written comments at the public hearing held November 26, 2013; and WHEREAS, the City Council held a public hearing on November 26, 2013 regarding the preliminary budget for calendar year 2014, and WHEREAS, a copy of the 2014 preliminary budget has been on file with the City Clerk and copies available from the City Treasurer for examination by the public during the time it was considered by the City Council; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. the budget of the City of Port Orchard for the year 2014 is hereby adopted in its entirety as the annual budget of the City of Port Orchard for calendar year 2014 as set forth below: (1) Estimated Revenue From All Sources: $33,572,088 Ordinance No.029-13 Page 2 of 2 (2) Estimated Appropriations: Current Expense Fund 9,378,191 Street Fund 2,628,581 Street Capital Improvement Fund 1,471,000 Criminal Justice Fund 4o6,970 Special Investigative Unit Fund 52,130 Community Events Fund 69,26o Water -Sewer Utilities Fund 6,135,740 Storm Drainage Utility Fund 1,487,650 Paths & Trails Fund 3,150 Total Operating Funds 21,632,672 Other Non -Operating Funds 11,393,672 Total Funds 33,572,088 SECTION 2. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity of constitutionality of any other section, sentence, clause or phrase of this ordinance. SECTION n. This ordinance shall be in full force and effect five (5) days after posting and publication as required bylaw. A summary of this Ordinance maybe published in lieu of the entire ordinance, as authorized by State Law.
