AN ORDINANCE OF THE CITY OF PORT ORCHARD,
WASHINGTON, AMENDING THE BUDGET FOR THE
YEAR 2012 AS ADOPTED BY ORDINANCE NO. 021-11 TO
RECOGNIZE EXPENDITURES AND REVENUE NOT
ANTICIPATED AT THE TIME OF THE ADOPTION OF
THE 2012 BUDGET
WHEREAS, the City of Port Orchard adopted its 2012 Budget in Ordinance No. 021-11
and subsequently amended its 2012 budget by Ordinance No. 009-12, and
WHEREAS, the City desires to keep current on budget amendments; and
WHEREAS, it is necessary to make adjustments to accounts and/or funds by means of
appropriation adjustments that could not have been anticipated at the time of passage of the
2012 Budget, as provided in RCW 35.33•o91 and RCW 35.33.121; and
WHEREAS, the City experienced a hard disk drive failure that occurred when a
computer server malfunctioned, causing stored electronic information to be unavailable to carry
on daily operations, and efforts to restore the server lasted long enough to recover the data but
otherwise resulted in a dead computer hardware server which required replacement, resulting in
$6,300 from Cumulative Reserve for Equipment Replacement Fund 303 to replace the failed
computer hardware server; and
WHEREAS, the City encourages reading among its citizens by providing a library
building facility located in downtown Port Orchard, and northwest weather requires a roof of
adequate structure to protect the facility, and because bids for a library roof replacement
exceeded engineer estimate, an additional $30,000 from Cumulative Reserve for Municipal
Facilities Fund 302 is provided for library roof replacement; and
WHEREAS, the City strives to maintain a fleet of police vehicles that meets modern
safety requirements while providing paramount law enforcement services to the citizens of Port
Orchard, at the same time the cost of equipping new police vehicles continues to climb,
requiring $9,000 from Cumulative Reserve for Equipment Replacement Fund 303 for
additional cost in equipping new police vehicles; and
WHEREAS, the City Council voted to support the classic car show The Cruz by
providing $2,700 from the Community Events Fund 107, enhancing tourism by bringing vintage
car owners into area motels, as well as providing a summer venue for visitors and citizens to
enjoy Bay Street; and

WHEREAS, the City has moved forward on planning to construct a new multi -purpose
path/trail beginning at Waterfront Park near the Downtown Port Orchard ferry facility and
ending at the Annapolis ferry facility, and the completed multi -purpose trail will become a part
of the Mosquito Fleet Trail, and eligible costs of a Bay Street Pedestrian Pathway are reimbursed
by a grant from the state of Washington, and cost this year include design engineering and legal
fees for right of way acquisitions which were not foreseen in the 2012 Budget, $30,000 from
Cumulative Reserve for Municipal Facilities Fund 302 is authorized for design work on the Bay
Street Pedestrian Pathway; and
WHEREAS, the state of Washington seeks to encourage facilities for nonmotorized
traffic by authorizing expenditure of available funds, and allows as necessary for the planning,
accommodation, establishment, and maintenance of such facilities commonly referenced as
paths and trails, a portion of the city's motor vehicle fuel tax fund is authorized for this use,
resulting in $1,1oo from City Street Fund 002 to Paths & Trails Fund lo8 as required by RCW
47.30.030; and
WHEREAS, public health is dependant of a fully operating sewer system, and the
McCormick Sewer Pump Station No. 1 required emergency repairs to its electric motor to
maintain system viability, resulting in the need to amend the 2012 Budget $8o,000 from Water
— Sewer Utility Fund 401 for emergency pump repairs as required at the McCormick Woods lift
station; and
WHEREAS, the City recognizes the need for future equipment acquisitions for the
Storm Drainage Utility to carry out its mandate of storm pond maintenance, street and storm
drainage cleaning, and associated responsibilities, and it is a prudent public policy to set aside
money for the future purchase and replace of equipment for these purposes, $125,000 is
transferred from the Storm Drainage Utility Fund 421 to the Storm Drainage Equipment
Reserve Fund 422 as recognized during the 2012 Budget process, and set aside for future
equipment purchases; and
WHEREAS, the City passed Ordinance No. o16-10 that identified components
associated with a sanitary sewer rate increase which included a Capital Facilities fee for Water
Sewer; and effective October 1, 2010 the City began collection of the fee, which requires a
transfer of $155,000 from the Water -Sewer Utility Fund 401 to the Cumulative Reserve for
Water Sewer Fund 403 as required by Ordinance No. o16-1o; and
WHEREAS, the City established the Criminal Justice Fund No. 103 to properly account
for Criminal Justice revenues received from the state, and there is a need to transfer the
remaining amount previously held in the Current Expense Fund No. o01, an additional $30,000
is budgeted to complete the transfer; and
WHEREAS, fifty percentage of street vacations proceeds are directed for park reserves,
and Morgan Street vacation results in proceed for parks reserve, $2,650 is transferred from
Street Fund No. 002 to Current Expenses Fund No. oo1 parks assigned fund balance; now,
therefore,
THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION 1. The 2012 Budget is amended to reflect the following:

(1) Estimated Revenue Supplemental to the 2012 Budget From All Sources: $346,300
(2) Estimated Appropriations:
(a) The appropriation of $30,000 from Cumulative Reserve for Municipal Facilities
Fund No. 302 for the Bay Street Pedestrian Path.
(b) The transfer of $30,000 from Cumulative reserve for Municipal Facilities to from
the Current Expense Fund No. oo1 for the Library roof.
(c) Transfer $125,000 from Storm Drainage Utility Fund No. 421 to Storm Drainage
Equipment Replacement Fund No. 422.
(d) Transfer of $6,300 from Cumulative Reserve for Equipment to Current Expense
Fund No. oo1 to replace damaged server.
(e) Water Sewer Cumulative Reserve Fund No. 403 is increased by $155,000
transferred from Water Sewer Utility Fund No. 401 for Capital facilities fees as
per Ordinance o16-1o.
(f) City Street Fund No. 002 is reduced $1,1oo Paths and Trails Fund No. 1o8 is
increased by $1,1oo. A rate of .042% of Motor Vehicle Fuel Tax funds are
transferred in accordance with RCW 47.30.050.
(g) Criminal Justice Fund No. 103 is increased $30,000 and Current Expense Fund
No. ool is reduced $30,000.
(h) Street Fund No. 002 is reduced $2,65o and Current Expenses Fund No. oo1
parks assigned fund balance is increased $2,650.
SECTION 2. This ordinance shall be in full force and effect five (5) days after posting
and publication as required by law. A summary of this Ordinance may be published in lieu of
the entire ordinance, as authorized by State Law.
