022-12 - Ordinance - Amending Chapter 10.66 Snow RouteIntroduced by: Requested by: Drafted by: Reviewed by: Introduced: Adopted: ORDINANCE NO. 022-12 Public Works Director Public Works Director Public Works Director City Attorney November 27, 2012 November 27, 2012 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON, AMENDING PORT ORCHARD MUNICIPAL CODE CHAPTERio.66SNOWROUTE, BYUPDATINGTHE ESTABLISHED "SNOW ROUTES" WITHIN THE CITY OF PORT ORCHARD WHEREAS, it is the policy of the city of Port Orchard to establish snow routes for use during periods of snow and ice and these routes are codified in Port Orchard Municipal Code Chapter 1o.66; and WHEREAS, said snow routes established within the city of Port Orchard pertain to city streets whereby on -street parking is typically allowed; and WHEREAS, established snow routes should not be confused with the Snow Route Priority map that includes both city streets whereby on -street parking is typically allowed and city streets whereby on -street parking is not typically allowed; and WHEREAS, the City of Port Orchard annexed Division 2 Final Plat of McCormick Meadows in October of 2012, into the City of Port Orchard and the Public Works Department has recommended that snow routes be established for this recently added area of the City; and WHEREAS, the City wishes to also revise the Code provisions regarding the location of signs; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION i. Section 1o.66.olo of the Port Orchard Municipal Code is hereby amended to read as follows: io.66.wo Established. A "snow route" is established within the city of the Port Orchard for use during periods of snow or ice whereby on -street parking on city streets is not permitted, as follows: Ordinance No. 022-12 Page 2 of I 1. Kitsap Street from Bay Street to Seattle Avenue; 2. Seattle Avenue from Kitsap Street to Dwight Street; 3. Dwight Street from Seattle Avenue to Harrison Avenue; 4. Harrison Avenue from Dwight Street to Division Street; 5. Division Street from Harrison Avenue to Sidney Avenue; 6. Sidney Avenue from Division Street to Melcher Street; 7. Dekalb Street from Mitchell Road SE to Tracy Avenue N; 8. Tracy Avenue N from Dekalb Street to Chester Street; 9. Chester Street from Tracy Avenue N to Farragut Avenue N; 1o. Farragut Avenue N from Chester Street to Dekalb Street; 11. McCormick Woods Drive SW from Old Clifton Road to Glenwood Road SW; 12. Hawkstone Avenue from McCormick Woods Drive SW to north end; 13. Marymac Drive SW from McCormick Woods Drive SW to Hawkstone Avenue; 14. Gleneagle Avenue from McCormick Woods Drive SW to Marymac Drive SW; 15. St. Andrews Drive from McCormick Woods Drive SW to Rutherford Circle SW; 16. Marbellet Avenue from Old Clifton Road to SW Siskin Circle; 17. SW Siskin Circle; 18. Chanting Circle SW; 19. SW Stanwick Way from Lone Bear Lane SW to Pickford Place SW; 20. Pickford Place SW from SW Stanwick Way to SW Colbert Way; 21. SW Colbert Way from Pickford Place SW Pickford Place SW to Chatterton Avenue SW; and 22. Chatterton Avenue SW from SW Colbert Way to Lone Bear Lane SW SECTION 2. Section 1o.66.020 of the Port Orchard Municipal Code is hereby amended to read as follows: io.66.020 Signs posted. The aforesaid snow route shall be posted on both sides of the street with signs, at least two signs per block, indicating substantially as follows: "NO PARKING DURING SNOW, VIOLATORS WILL BE TOWED." SECTIONg. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity of constitutionality of any other section, sentence, clause or phrase of this ordinance. Ordinance No. 022-12 Page 3 of 3 SECTION a. This ordinance shall be in full force and effect five (5) days after posting and publication as required by law. A summary of this Ordinance may be published in lieu of the entire ordinance, as authorized by State Law.
