020-11 - Ordinance - Amending the 2011 BudgetIntroduced by: City Treasurer Requested by: Finance Committee Drafted by: City Treasurer Reviewed by: City Attorney First Reading: Noveinber 22, 2011 Adopted: December 13, 2011 ORDINANCE NO. 020-11 AN ORDINANCE OF THE CITY OF PORT ORCHARD, WASHINGTON, AMENDING THE BUDGET FOR THE YEAR 2011 AS ADOPTED BY ORDINANCE NO. 027-1o, TO RECOGNIZE EXPENDITURES NOT ANTICIPATED AT THE TIME OF THE ADOPTION OF THE 2011 BUDGET WHEREAS, the City of Port Orchard adopted its 2o11 Budget in Ordinance No. 027-10; and WHEREAS, the City desires to keep current on budget amendments; and WHEREAS, it is necessary to make adjustments to accounts and/or funds by means of appropriation adjustments that could not have been anticipated at the time of passage of the 2011 Budget, as provided in RCW 35.33•ogi and RCW 35.33.121; and WHEREAS, it is a priority of the City to ensure an adequate level of police service for its citizens and visitors alike, and the City supports the new Jingle Bell Run event during the Chimes and Lights Festival requiring a safe route along public right-of-way; the Council determined that it was in the community's best interest to allocate $1,650 additional from Community Events Fund 107 to General Fund ooi to cover off -duty police officer costs during the Jingle Bell Run and Festival of Chimes & Lights approved on October 25, 2011; and WHEREAS, the City anticipated audio upgrades to the Council Chamber of $72,0oo; and on October 11, 2011 the Council authorized contract No. 078-11; and it became the desire of Council to include an upgrade to telephones and cabling for future expansion of the audio visual system; an additional $6,600 from Cumulative Reserve for Municipal Facilities Fund 302 is allocated to costs; and WHEREAS, the City budgeted $45,000 from Street Fund 1ol for Bay Street Underground Utilities; and because it was later determined that the project is a General Fund oo1 capital project rather than a Street Fund lot capital project; a reallocation of $45,000 is necessary from Street Fund rot to General Fund oo1; including realigning property tax revenue between such funds; and Ordinance No.020-11 Paee 2 of q WHEREAS, the City acquired two new cars which were outfitted as police patrol vehicles, and purchased a used Go-4 vehicle for parking enforcement that became available unexpectedly; an additional $2,000 from Cumulative Reserve for Equipment Replacement Fund 303 is required to fully equip these vehicles; and WHEREAS, the City passed Ordinance No. o16-io that identified components associated with a sanitary sewer rate increase which included a Capital Facilities fee for Water Sewer; and effective October r, 2010 the City began collection of the fee nowtotaling $419,656 which is properly accounted for in the Cumulative Reserve for Water Sewer Fund 403 as required by Ordinance No. orb-ro; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION 1. The 2011 Budget is amended to reflect the following: (a) The appropriation of Fund Balance from the Community Event Fund raj: $1,650. (b) The appropriation of Fund Balance from the Cumulative Reserve for Municipal Facilities Fund 302: $6,600. (c) Transfer $45,000 from Street Fund lol to General Fund oor. (d) Appropriation of General Fund oor: $45,000. (e) Cumulative Reserve for Equipment Replacement Fund 303 is reduced $2,000. (f) Water Sewer Utility Fund oor is reduced $419,656. (g) Cumulative Reserve for Water Sewer Fund 403 is increased $41g,656. SECTION 2. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity of constitutionality of any other section, sentence, clause or phrase of this ordinance. SECTION s. This ordinance shall be in full force and effect five (5) days after posting and publication as required by law. A summary of this Ordinance may be published in lieu of the entire ordinance, as authorized by State Law.
