CODE SECTION 2.04.160 RELATING TO VOTING REQUIRED
BY COUNCIL MEMBER
WHEREAS, on May 9, 1966, the City Council adopted Ordinance No. 755,
establishing rules of conduct for City Council meetings; and
WHEREAS, Ordinance No. 755 was codified as Section 2.04.160 of the
Port Orchard Municipal Code and requires voting by council members on all matters
except those wherein the council member has a personal financial interest.
WHEREAS, it is the City Council's intention that council members be
allowed to abstain from voting on minutes of meetings they did not attend along with
matters brought before the City Council by outside entities in which the council's action
is only advisory in nature; now therefore

SECTION 1. Section 2.04.160 of the Port Orchard Municipal Code is
amended to read as follows:
2.04.160 Voting required by council member.
Each member present must vote on all questions put to the council,
except as to matters with respect to which such council members has a personal
financial interest; matters presented for council consideration by an entity other than
the city in which the council's determination is advisory only; or meeting minutes of a
meeting the council member did not attend.
SECTION 2. This Ordinance shall be in full force and effect five (5)
days after posting and publication as required by law. A summary of this Ordinance may
be published in lieu of the entire Ordinance, as authorized by State law.

Mayor and attested by the Clerk in authentication of such passage the 27th day of
