02/14/1994 - Regular - MinutesPort Orchard, Washington February 14, 1994 Council of the City of Port Orchard, Washington, called to regular session at 7:30 PM by Mayor Leslie J. Weatherill. Councilmembers present: Clauson, Childress, Geiger, Van Zee and Grable. Councilmembers Powers and Morrison excused as per Council Meeting 1/24/94. Staff present: Police Chief Mathews, Deputy Clerk Hager, City Engineer Curies, Fire Chief Snow, City Attorney McCluskey and City Clerk Parks. Councilman Van Zee led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments from items not listed on this agenda, no response was received. On motion by Councilman Grable, seconded by Councilman Clauson, Council approved Consent Agenda items as follows with item 3e. removed for individual consideration, (Item 3e. Proposed Resolution No. 1658): 3.a. Minutes of January 24, 1994 Council meeting. 3.b. Payment vouchers as follows: Claims Warrant No. 20032-20132 in the amount of $75,544.82 and January, 1994 Payroll Warrant No. 119139- 119309 in the amount of $156,377.45. 3.c. Ordinance No. 1601 amending Ordinance No. 1538 by rescinding Condition No. 8 which required installation of planting materials before building occupancy for Fire Station No. 1 at 200 Tremont Street, 3.d. Resolution No. 1657 establishing a parking permit for contractors. 31 Resolution No. 1659 setting date and time of public hearing on a proposal to vacate a portion of Bay Street and a portion of an unnamed right of way located between Lots 23 and 32, Sidney Tidelands, (Approximately 100 feet west of Mitchell Point). 3.i. Ratification of Labor Agreement between Teamsters Local No. 589 - Law Enforcement Employees which includes a 3% COLA, effective October 1, 1993. 3.j. Authorization of 3% Cost of Living Wage increase for all non -represented employee classifications, effective October 1, 1993. David Peters, Recycling Coordinator for Ktsap County, updated the proposed recycling program and offered his assistance with the development and implementation of the curbside recycling program. Gary Wernet requested permission to continue teaching First Aid Classes at the new fire station located at 200 Tremont Street. On motion by Councilman Childress, seconded by Councilman Clauson, Council authorized Gary Wernet to continue teaching First Aid Classes at the new fire station located at 200 Tremont Street. February 14, 1994 Page 2 of 2 City Clerk Parks reported on the Call for Bids for the new Fire Station No. 1 interior furniture on January 28, 1994 at 4:30 PM. Two bids were received however, neither submitted a complete package. City Clerk Parks advised Council of the City's three alternatives: 1. Accept the bidding, waiving informalities and award on an individual item basis to lower bidder. 2. Reject the bidding and reissue call for bids. 3. Reject the bidding and purchase all furnishings items, EXCEPT lamps, beds and mattresses through the Washington State Contract(s) On motion by Councilman Van Zee, seconded by Councilman Geiger, Council moved to reject the bidding and purchase all furnishing items EXCEPT lamps, bed and mattresses through the Washington State Contract(s). Motion passed with 3 ayes and 2 nays, Councilmen Childress and Clauson voting nay. Mayor Weatherill removed from Unfinished Business Item No. 5a. Dr. Howard Minor's request for review of 731 Bay Street water bill charges. This matter has been resolved. After discussion and clarification, Councilman Geiger, seconded by Councilman Clauson moved to adopt Resolution No. 1658 authorizing the City Treasurer to initiate a Call for Redemption for Water Sewer Revenue Bonds, 1984. On motion by Councilman Childress, seconded by Councilmen Clauson and Grable, Council authorized the Police Chief to expand the Civilian Crime Prevention Volunteer Program and allow as many volunteer as needed. The topic for the March 7, 1994 City Council Study Session will be capital facilities and library expansion. The City Council set May 21, 1994 as the date for the Council -Staff Retreat. The City Council designated the week of June 6, 1994 as the 1994 Spring Clean -Up Week. On motion by Councilman Clauson, seconded by Councilman Van Zee, Council authorized the Mayor to sign Letter of Commitment to Puget Power for participation in the cost of moving power poles on Tremont for the Bypass widening Project with the condition that the City Attorney deems no other options are available.
