05/25/1994 - Special - MinutesPort Orchard, Washington May 25, 1994 Mayor Protem John Clauson called the Port Orchard City Council to order in Special Session at 7:30 PM. Joining Councilman Clauson in this special session were council members Jack Grable, Carolyn Powers, Robert Geiger, and Chuck Childress. Staff present: City Engineer Lawrence Curles and Deputy Clerk Michelle Hager. Mayor Protem Clauson reopened continued Public Hearing relative to consideration of the Draft Comprehensive Plan. (Continued from May 11, 1994 Special Council Session). City Engineer Curles introduced Mark Hinthorne, AICP, Planner for Puget Power, who availed himself to answer questions on Puget Power's comments on the "Utility Element" of the Comprehensive Plan. Mr. Hinthorne, discussed recommendations to the three policies under the "Utilities Element" and also recommended 4 additional policies. Councilwoman Powers commented on Policy #4 and questioned the word "complimentary" and asked Mr. Hinthorne for clarification. After discussion Mr. Hinthorne made the following recommendation to Policy No. 4: e� e-tr-i .-1 ,ateffl. . „a City decisions regarding utility corridors and facilities will consider regional utility needs as well as City interests. Council referred the recommended change of Policy No. 4 to City Planner Brown for her review and comment. Council discussed placing Policy #6 into the "Land Use Elements" and after much discussion also requested City Planner Brown review with a recommendation at the next public hearing session. City Engineer Curles opened up discussion on "Capital Facilities" - Goals and Policies. Council discussed Policy No. 1 under "Plan for more efficient provision of government services". After considerable discussion, Council concurred with the following change: The City shall promote increased coordination between the City, ttr, iuipT` J(4ts..n CAand ether= regional agencies for the planning`"and development°"of regional capital facilities. It is noted that the term municipalities include agencies such as Kitsap County and Kitsap Transit. May 25, 1994 Page 2 of 2 Council clarified Policy No. 2 to read as follows: The City shall #M el4rfi4nate unnecessary duplication of M services. Council questioned if Policy No. 1, 2 and 3 of "Improve the appearance of public structures" referred to only municipal buildings or public buildings, after much discussion Council requested City Planner reword and incorporate these policies into the Land Use Element on Page 16. Under "Recommended Action", Council deleted "Complete a new fire station by 1994" and "The City shall develop a solid waste plan by January 1995", these policies have already been implemented. On motion by Councilman Grable, seconded by Councilwoman Powers, Council continued Draft Comprehensive Plan Public Hearing until 7:30 PM, June 8, 1994. Meeting adjourned at 9:29 PM.
