July 11, 1994
Council of the City of Port Orchard, Washington, called to regular session by
Mayor Leslie J. Weatheriil at 7:30 PM. Councilmembers present: Clauson,
Childress, Morrison, Geiger, Van Zee and Grable. Councilwoman Powers excused.
Staff present: Police Chief Mathews, City Engineer Curles, Fire Chief Snow,
City Attorney McCluskey and City Clerk Parks.
Councilman Clauson led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Grable, seconded by Councilman Clauson, Council
approved Consent Agenda items as follows:
a. Minutes of the June 27, 1994 City Council meeting
b. Approval of Claim Warrants No. 20839 - 20920 in the amount of
$84,329.83 and June Payroll Warrants No. 120008 - 120189 in the
amount of $176,749.72.
C. Resolution No. 1671 approving a Conditional Use Permit and
Variance for the Sedgwick Sewer Main.
Tom Donnelly representing Friends of a Liveable Kitsap formerly known as
Kitsap Citizens for Rural Preservation urged Council to adopt proposed
resolution supporting a petition for review of Kitsap County's Conservation
Easement Program.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
adopted Resolution No. 1673 supporting a Friends of a Liveable Kitsap Petition
seeking review of Kitsap County's Conservation Easement Program.
City Engineer Curles reported no bids were received on July 6, 1994 in
response to a Call for Bids to purchase Power Panels for Fire Station 1.
Councilman Van Zee moved to authorize City Engineer Curles to proceed with
obtaining proposals to purchase power panels for Fire Station No. 1 at 200
Tremont Street, seconded by Councilman Clauson and carried.
City Engineer Curles gave staff report on bids received on July 7, 1994 for
the Sidney Avenue Paving Project. Bids received as follows were accompanied
by bid bond as required:
Associated Sand & Gravel $55,055.50
Ace Paving Company 52,204.00
Engineers Estimate 60,970.00
On motion by Councilman Clauson, seconded by Councilman Morrison, Council
accepted the bidding on the Sidney Avenue Paving Project and awarded the
project to the low bidder Ace Paving, in the amount of $52,204.00.

Councilman Clauson reported on estimate to convert Fire Station No. 1
telephone system to a system which would also accommodate telephones required
for the City's Emergency Operation Center (EOC). Mayor Weatherill referred
matter to the Finance Committee to research availability of funding.
On motion by Councilman Clauson, seconded by Councilman Grable, Council
authorized City Engineer Curles to proceed with contracting to grout sewer
mains on the north side of Bay Street (700 & 800 blocks).
Councilman Geiger moved to authorize the Mayor to sign a JPTA Agreement to
provide a job training position in the Municipal Court at no cost to the City,
seconded by Councilman Grable and carried.
On motion by Councilman Geiger, seconded by Councilman Clauson, Council
authorized the City Engineer to finalize purchase of 1/2 acre of property from
Ancilla Tripp described as follows:
LEGAL DESCRIPTION: The West 266.00 feet as measured at right angle to
the West line thereof and the South 20.00 feet of the East 133.94 feet
of the West 400.00 feet as measured along the North and South lines
thereof of the following described tract;
The South half of the North half of the Northeast quarter of the
Northeast quarter of Section 11, Township 23 North, Range 1 East W.M.,
records of Kitsap County Washington.
EXCEPT the East half of the South half of the South half of the North
half of the Northeast quarter of the Northeast quarter of said Section
11.
ALSO EXCEPT that portion of the East for Bethel Road S.E. as conveyed to
the State of Washington under Auditor's File Number 144203.
