08/01/1994 - Work Study - MinutesPort Orchard, Washington August 1, 1994 Mayor Protem John Clauson called the City Council to order at 7:35 PM for a Study Session with Kitsap County Sewer District #5 Commissioners to discuss implementation of recommendations within the recently completed Joint Wastewater Treatment Facility Comprehensive Plan. Council members present: Clauson, Morrison, Geiger, Powers, Van Zee and Grable. Kitsap County Sewer District #5 Commissioners present: William Huntington, James Howard, and Richard Dillion. City Staff present: City Engineer Curles and City Clerk Parks. KCSD#5 staff present: Dick Fitzwater Dick Gluomo and Milt Larson of Kennedy/Jenks, Consulting Engineering firm which prepared the Joint Wastewater Treatment Facility Comprehensive Plan gave overview of the Comprehensive Plan. Included in discussion was population and flow projections, description of existing facility, description of facility deficiencies, facility upgrade and expansion recommendations; Councilmembers and Commissioners discussion included, but was not necessarily limited to: (1) current and anticipated needs of the Joint Wastewater Treatment Facility; (2) agreement that the safety of treatment plant personnel and the neighbors is the first priority; (3) the need to careful, intelligently review Comprehensive Plan recommendations to ascertain which are in the best interest of the District, City and facility users. Commissioners and Councilmembers also agreed that while the treatment facility is properly operated and consistently meets National Pollutant Discharge Elimination System (NPDES) standards, it is not in a crisis situation. They directed Plant Manager and City Engineer to assess Comprehensive Plan upgrade recommendations, recommend budgetary priorities (with safety first) and make additional recommendations to further increase operational efficiency.
