08/10/1994 - Work Study - MinutesPort Orchard, Washington August 10, 1994 Mayor Weatherill called the City Council to order at 7:35 PM for a Study Session with Kitsap County Department of Community Development representatives to discuss Kitsap County's Draft Environmental Impact Statement for the Draft Comprehensive Plan and the Draft Land Use Element of that Plan. Council members present: Clauson, Childress, Morrison, Geiger, Powers, and Grable. Kitsap County Department of Community Development representatives present: Ron Perkerewicz, Director of Kitsap County Department of Community Development and Glenn Gross, Advance Planning Division Head. City Staff present: City Engineer Curles, City Planner Brown and Deputy Clerk Hager. City Engineer Curles opened discussion stressing the importance of this meeting with regard to the Urban Growth Boundaries. Ron Perkerewicz, DCD Director, brought Council up to date on the progress of the Kitsap County Comprehensive Plan and the scheduling of the final adoption of the plan. Mr. Perkerewicz, discussed population allocation for South Kitsap and percentages of growth as they relate to the Urban Growth Boundaries. Mr. Perkerewicz, discussed the four alternative Land Use Plans, indicating alternative 2 includes the proposed Urban Growth Boundaries, map 1 reflects the current Land Use map, alternative 3 being more restrictive and alternative 4 less restrictive. Councilwoman Powers questioned the meaning as to "restrictive", Mr. Perkerewicz, advised more restrictive allows for less land to be developed in the rural areas and stricter standards for development in forestry areas. William Palmer, William Palmer and Associates, questioned if Port Orchard's Urban Growth Boundary is not compatible with the County in relation to the Sedgwick Area and Woods Road. Mr. Perkerewicz, advised the County would probably not appeal, however the state may not recognize this boundary, because urban services are not available at this time. Councilman Clauson expressed concern about urban sprawl specifically in the Sunnyslope area, where urban services are also not available. Dick Brown, real estate agent, expressed concern about the meaning of Growth Management, in light of recent Hearings Boards' decisions with his interpretation as being forcing population into cities. Councilwoman Powers asked if low density is permitted in urban areas, as long as the urban area can maintain the anticipated growth. Mr. Perkerewicz advised Councilwoman Powers, he thought that was a true statement, until he read the Tumwater decision, and further advised Council to request the City Attorney read the Tumwater Decision for his interpretation. August 10, 1994 Page Two of Two Councilwoman Powers asked what the County's intent was for commercial development along the Bethel Corridor. Mr. Perkerewicz advised commercial was anticipated to Sedgwick road and beyond to Bethel Garage, only in alternative 4 of the Draft Environmental Impact Statement Dick Brown, Real Estate agent, stressed concern with the cities making sure they take a hard look at the negative impacts of downzoning in the rural areas. In closing Mr. Perkerewicz advised Council based on discussions this evening, he will be able to bring back to the County Commissioners the City's intent on urban growth boundaries. Mr. Perkerewicz also suggested a follow-up letter from the Mayor stating the reasons for any proposal to moving Urban Growth Boundaries. Meeting adjourned at 9:30 PM.
