12/05/1994 - Special - MinutesPort Orchard, Washington December 5, 1994 Council of the City of Port Orchard, Washington, called to Special Session by Mayor Leslie J. Weatherill at 7:45 P.M. Councilmembers present: Clauson, Geiger, Powers, Van Zee and Grable. Councilmen Childress and Morrison excused (see page 2, paragraph 1). Staff Present: City Treasurer Miller, Engineer Curles, Fire Chief Snow, Police Chief Mathews, and City Clerk Parks. Mayor Weatherill informed those present the purpose of this Special Session is to hold a Public Hearing to discuss the City of Port Orchard's proposed 1995 Budget. Mayor Weatherill opened Public Hearing and requested Councilman Geiger, Chair of Finance Committee to review the proposed 1995 budget allocations. Councilman Geiger stated that all allocations are as discussed at the November 28, 1994 Study Session with the exception of a transfer of $2600 from the Police Department budget (Law & Justice Monies) to Mental/Physical Health category for Rape Relief. Mayor Weatherill called for public input in regard to the proposed 1995 budget. Howard Minor, 1400 Bay Street, voiced concern that the preliminary budget document is not "user friendly". The only salary he can ascertain is that of the Mayor. He voiced his opinion that the salary for the Mayor is to low for the amount of Bork/time this position requires, the Council salaries are probably low also, however he could not tell what individual salaries for other than the Mayor. Dr. Minor asked Councilmembers to discuss and consider an increase in the Mayor's salary. Bobby Gallegos, 340 Tremont W., mirrored Dr. Minor's comment on preliminary budget format. Mr. Gallegos commented that while the city was established for the general health, welfare and safety of the citizens, times have probably changed this and citizens expect more from its government. Mr. Gallegos stated he was speaking on behalf of 10% of the citizens, based on income level, and that he can not afford some of the items which are in this preliminary budget, such as computers, new cars and upgrade of other equipment. He thanked city officials for the work they are doing. Councilmembers addressed items referenced by Mr. Gallegos, explaining that the city must provide tools, with in budget limitations, for city staff to do the job that is expected. Mayor Weatherill called for additional input. Howard Minor, 1400 Bay Street told Council he is serious about requesting consideration of increasing the Mayor's salary. Councilman Geiger stated the City's personnel consultant is assisting in a review of each city employment position which includes a salary/wage/benefit comparison survey to assess the appropriateness of current salaries. The "job requirements" and salary for the position of Mayor can le reviewed during this study. Dr. Minor agreed this would be acceptable to him. Mayor Weatherill called for additional comments on the preliminary 1995 Budget. No additional response was received. December 5, 1994 Page Two of Two On motion by Councilman Clauson, seconded by Councilwoman Powers, Council excused Councilmembers Morrison and Childress from this special Public Hearing. Councilman Geiger moved that an ordinance be prepared to adopt the 1995 City of Port Orchard Budget with Current Expense Fund of $3,700,717; Street Fund $494,776; Arterial Street Fund $505,000; Special Investigative Unit Fund $21,000; Six -year Emergency Medical Levy Fund $130,400; Community Events Fund $6,000; Water -Sewer Utilities Fund $1,259,680; Other Non -Operating Funds $3,137,543 for a total city budget of $9,255,116..
