Council of the City of Port Orchard, Washington, called to regular session by Mayor
Leslie J. Weatherill at 7:30 PM at City Hall, 216 Prospect Street. Councilmembers
present: Childress, Morrison, Geiger, Powers, Van Zee and Grable. Councilman Clauson
excused. Staff present: Police Chief Mathews, City Planner Brown, City Engineer
Curles, Fire Chief Snow, Deputy City Clerk Hager, City Clerk Parks and City Attorney
McCluskey.
Chief Mathews led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda. No
response was received.
On motion by Councilman Grable, seconded by Councilman Geiger, Council unanimously
approved the consent agenda as follows:
a. Minutes of the following Council meeting:
(1) November 28, 1994 regular meeting
(2) December 5, 1994 Special Public Hearing regarding 1995 Budget
b. Payment vouchers as follows: Claims Warrant No. 21632-21731 in the
amount of $150,405.20 and November, 1994 Payroll Warrant No. 121018-
121197 in the amount of $169,650.79.
C. Ordinance No. 1624 adopting the 1995 budget.
d. Claim for Damages as submitted by David Card in the amount of $120.00.
City Clerk Parks reported on bid opening held December 8, 1994 at 4:30 PM for surplus
firewood. City Clerk recommended acceptance of the bids and award to the highest
bidder, Jay Cookson in the amount of $58.00. The following bids were received:
Jay Cookson $58.00
Coleen Ryan $35.00
On motion by Councilman Grable, seconded by Councilman Van Zee, Council accepted the
bidding and awarded the surplus firewood to the highest bidder, Jay Cookson in the
amount of $58.00.
Chief Mathews introduced Valeri Smyth, Crime Prevention Volunteer, who was selected by
KCPQ, Channel 13 as Q-KID for December 1994. Chief Mathews presented Ms. Smyth with
a plague recognizing her dedication to the Crime Prevention Program and community.
Judd Turner, Chairperson for Fathoms 0' Fun, discussed the 1995 Fathoms 0' Fun Carnival
and requested the use of Parking Lot #3 to facilitate the carnival on June 29, 1995 to
July 5, 1995. Mayor Weatherill placed this matter into the Street/Alley Committee for
further study and review.
Mayor Weatherill opened the 7:35 PM Public Hearing regarding the proposed Capital
Facilities Plan.

City Engineer Curles reviewed the Capital Facilities Plan with discussion on, but not
limited to, a new City Hall, a new police pistol range and disposition of property
located at Kendall/Sidney Avenue.
Mayor Weatherill called for audience comments on the proposed Capital Facilities Plan.
Bobby Gallegos, 340 Tremont W., questioned the effectiveness of the existing Police
Pistol Range and the need for a indoor range.
Howard Minor, 1400 Bay Street, encouraged the City to construct a City Hail which would
enhance the community and not settle on a square box design. Dr. Minor also advocated
the City retain the property located at the corner of Sidney and Kendall for future use.
Mayor Weatherill called for further comment from the audience regarding the proposed
Capital Facilities Plan. As no response was received from the audience, Mayor
Weatherill closed the Public Hearing and referred this matter to Council for their
consideration.
On motion by Councilwoman Powers, seconded by Councilman Van Zee, Council approved the
Capital Facilities Plan as presented and authorized the City Engineer to prepare a
resolution adopting the Capital Facilities Plan.
Mayor Weatherill reopened continued Public Hearing relative to consideration of the
Draft Comprehensive Plan. (Continued from Nov. 14, 1994 Council meeting at 7:45 PM).
City Planner Brown distributed the draft Housing Element of the Comprehensive Plan and
discussed population and housing trends.
Robert Gallegos, 340 Tremont St. W., questioned the increase of rental units and whether
the City was meeting the needs of affordable housing.
City Planner Brown advised Mr. Gallegos the City was very much keeping with the needs
of affordable housing.
Mayor Weatherill called for input regarding the Draft Comprehensive Plan. No response
was received and Council continued the Public Hearing on the Draft Comprehensive Plan
to the December 27, 1994 City Council meeting at 7:45 PM.
Mayor Weatherill called for a 5 minutes recess with meeting to convene at 8:50 PM.
City Clerk presented a Claim for Damages as submitted by WAD Partnership (Wayne Tripp)
which seeks reimbursement for Roto-Rooter expense in the amount of $195.39. Sewer
backup was caused by a collapsed sewer main line adjacent to 807 Sidney Avenue.
On motion by Councilman Grable, seconded by Councilman Van Zee, Council accepted the
Claim for Damages and authorized payment to WAD Partnership (Wayne Tripp) in the amount
of $195.39 to reimburse for Roto-Rooter Service at 807 Sidney Avenue.
City Engineer reported that Mr. Bill Ralph of the American Legion Post No. 30 has agreed
to negiotated terms for acquisition of property at 200 Prospect Street as outlined in
City's proposal dated December 7, 1994.

On motion by Councilman Van Zee, seconded by Councilwoman Powers, Council authorized
the City Engineer and the City Attorney's Office to prepare property sales agreement
between American Legion Post No. 30 and the City for the acquisition of 200 Prospect
Street.
On motion by Councilman Geiger, seconded by Councilman Morrison, Council authorized the
Mayor to sign Change Order No. I of the Road and Utility Contract, (Gary Budd
Construction) in the amount of $2,017.00.
