Council of the City of Port Orchard, Washington called to regular session by
Mayor Leslie J. Weatherill at 7:30 P.M. Councilmembers present: Clauson,
Childress, Morrison, Geiger, Powers, Smith and Grable. Staff present: City
Attorney McCloskey, Deputy Clerk Thomas, City Treasurer Miller, Police Chief
Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower.
Councilman Geiger led the audience and Council in the Pledge of Allegiance.
On motion by Councilman Grable, seconded by Councilman Smith, Council approved
the minutes of the January 22, 1990 meeting as circulated.
Don Hurst, Kitsap County Hazardous Material Coordinator, gave a presentation
on the history of the environmental legislation and Jean Grijalva, Emergency
Coordinator, Department of Emergency Management spoke on the purpose of the
Local Emergency Plan for Kitsap County.
Oliver Hanley, concerned citizen, suggested a recycling program be considered
for used motor oil, antifreeze and/or other environmentally hazardous items
used by citizens.
Scott Mohr, Project Manager for South Kitsap School District No. 402,
requested a waiver of 50% surcharge on sewer service outside the City and in
lieu of assessments. Mayor Weatherill turned matter over to Water/Sewer
Committee for recommendation.
Sharon Lester requested permission to use Active Club Building one day per
month for a senior citizen foot care program. Mayor Weatherill turned matter
over to Parks, Public Building and Property Committee for recommendation.
On motion by Councilman Clauson, seconded by Councilman Grable, Council
adopted Resolution No. 1528 approving the issuance of a Special Use Permit to
Bethany Lutheran Church to allow the construction of a church and sanctuary in
the northwest corner of Tremont Street and Port Orchard Boulevard in Rylanders
Addition to Port Orchard. LEGAL DESCRIPTION: Section 36, Township 24 N,
Range I E, Rylanders Addition to Port Orchard.
On motion by Councilman Grable, seconded by Councilman Clauson, Council
adopted Resolution No. 1529 setting March 12, 1990 at 7:45 PM as date and time
on a Petition to Vacate a portion of Alder Lane as submitted by Group Health,
Inc. LEGAL DESCRIPTION: That portion of the northeast quarter of the
southeast quarter of Section 34, T24N, R1E, W.M., in the City of Port Orchard,
Kitsap County, WA., more particularly described as follows: Commencing at the
northeast corner of above said subdivision; thence along the east line of said
subdivision S 00 50'59" W - 232.32 feet; thence S 58 20'06" W 206.01 feet;
thence S 43 50'06"W - 26.75 feet to the true point of beginning; thence S 46
09'54" E -- 30.00 feet to the northerly most corner of parcel described in
deed under Auditor's File No. 7807250113; thence along the northwest line of
said parcel, S 43 50'06" W 303.07 feet; thence along the west line of said
parcel, S 00 50'06" W - 38.90 feet to point on the north margin of right of
way of Tremont Street; thence westerly on said margin of road, along a 745.20
foot radius curve to the left, the center of which bears S 11 17'02" E, with a

central angle of 8 31'50", for an arc distance of 111.10 feet to point that
bears S 43 50'06" W from the true point of beginning; thence N 43 50'06" E
427.04 feet to the true point of beginning.
On motion by Councilman Clauson, seconded by Councilman Grable, Council
authorized the Mayor to sign Lease Agreement with Jack Clancy and Associates
to obtain Entry Level Firefighters Examination test materials.
Mayor Weatherill referred to the Police Committee for recommendation, a letter
from Paul Buettgenbach, requesting Budget Towing be placed on rotation towing
for the City of Port Orchard.
On motion by Councilman Clauson, seconded by Councilman Grable, Council
approved Claim for Damages as submitted by Mike Wernet in the amount of
$150.92, for damages to his private vehicle, sustained from Fire Vehicle R-4.
John Sutton, Winslow Police Chief, presented a "Certificate of Appreciation"
to Chief Mathews and the City Council for outstanding public service to the
City of Winslow for the Officer Training Exchange Program.
Kay Morrison, President Port Orchard Chamber of Commerce, invited Mayor
Weatherill and City Council members on an excursion to Olympia to visit the
Legislature in session on February 20, 1990.
Herb Loop, real estate broker, representing Westbay Shopping Center, requested
a meeting with Council members to discuss boundaries and the City's future
plans for a park or boardwalk along waterfront. Mayor Weatherill referred
matter to Public Property Committee.
On motion by Councilman Powers, seconded by Councilman Smith, Council
authorized the preparation of a lease agreement between the City and Brem-Air
Disposal for City property on Old Clifton Road, City Attorney to review and
approve lease document.
Vouchers audited and certified by the auditing officer (City Clerk) as
required by RCW 42.24.080 and those expense reimbursement claims certified as
required by RCW 42.24.090 have been recorded on a listing and made available
to the Council.
On motion by Councilman Grable, seconded by Councilman Geiger, Council
unanimously approved payment of those vouchers as follows: Claims Warrant No.
12902-12993 in the amount of $69,361.20 and January 1990 Payroll in the amount
of $115,828.68 (Warrant No. 111335-111446).
On motion by Councilman Powers, seconded by Councilman Smith, Council
authorized the City Engineer to accept proposals for the design and
landscaping of downtown Port Orchard.
On motion by Councilman Smith, seconded by Councilman Powers, Council excused
Councilman Grable from the February 26, 1990 Council meeting.

On motion by Councilman Clauson, seconded by Councilman Childress, Council
excused Councilman Morrison from the February 26, 1990 Council meeting.
On motion by Councilman Clauson, seconded by Councilman Geiger, Council
authorized the Mayor to sign a contract with Fish Pro as the consultant for
the Wetlands Inventory project.
