02/26/1990 - Regular - MinutesPort Orchard, Washington February 26, 1990 Council of the City of Port Orchard, Washington called to regular session by Mayor Weatherill at 7:30 PM. Councilmembers present: Clauson, Childress, Geiger, Powers and Smith. Councilmen Morrison and Grable excused. Staff present: City Attorney McCluskey, Deputy Clerk Thomas, City Treasurer Miller, Police Chief Mathews, City Engineer Curles, Fire Chief Snow and City Clerk Hower. At the request of Mayor Weatherill, Councilman Clauson led the audience and Council in the Pledge of Allegiance. Councilman Geiger moved to approve the minutes of the February 12, 1990 meeting as circulated, seconded by Councilman Clauson and carried. On motion by Councilman Geiger, seconded by Councilman Clauson, Council approved request submitted by Gertrude Johnson, and authorized the VFW to hold the Loyalty Day Parade on Saturday, April 28, 1990 at 11:00 AM. Councilman Smith moved to authorize payment of 1990 annual longevity leave to Richard Wolf, one day in advance of his May 1 anniversary date. Mr. Wolf is retiring from City employment on April 30, 1990 after 30 years of dedicated -,,,ervice, seconded by Councilman Clauson and carried. On motion by Councilman Geiger, seconded by Councilman Clauson, Council approved Port Orchard Centennial Committee's request to use the waterfront parking area from the Marina Park to Kitsap Bank on September 15, 1990 for the City's 100th Birthday Celebration. Patty Olson, Fathoms 0' Fun Director, submitted application for 1990 Fathoms 0' Fun Master Permit. On motion by Councilman Clauson, seconded by Councilman Powers, Council approved the issuance of Fathoms 0' Fun Master Permit for 1990 to Fathoms 0' Fun, Inc. Donna Buettgenbach, Budget Towing, requested permission to construct a temporary fence behind Budget Towing at 250 Bethel Avenue. On motion by Councilman Clauson, seconded by Councilman Powers, Council tabled request submitted by Donna Buettgenbach, Budget Towing, to construct a temporary fence behind Budget Towing with the understanding the City Attorney will contact the State Patrol. On motion by Councilman Clauson, seconded by Councilman Geiger, Council approved application submitted by Allen Templeman, Director of Mt. Rainier Vintage Chevrolet Club of America requesting use of approximately 100 parking spaces in the waterfront parking lot on August 18, 1990. Howard Minor requested permission to lease property on Old Clifton Road. uyor Weatherill referred matter to Property Committee for study. February 26, 1990 Page Two On motion by Councilman Geiger, seconded by Councilman Clauson, Council approved Claim for Damages as submitted by Judith Howe in the amount of $45.82 for plumbing fees. On motion by Councilman Clauson, seconded by Councilman Powers, Council adopted Resolution No. 1530 authorizing the Mayor and/or City Council members to serve as volunteer firefighters or reserve law enforcement officers. On motion by Councilman Clauson, seconded by Councilman Geiger, Council authorized the Mayor to sign Request and Agreement for Reimbursable work by County Road Department/ER&R Fund. City Clerk reported no bids were received at the bid opening held February 22, 1990 at 3:30 PM for two Fire Department passenger vehicles. City Clerk and City Attorney will review bidding procedures. Carolyn Powers, Chairman, Parks, Public Building Committee, advised Council that Sharon Lester has withdrawn her request to use the Active Club Building for a senior citizen foot care program. On motion by Councilman Clauson, seconded by Councilman Geiger, Council authorized, in the best interest of the City, as requested by South Kitsap School District No. 402, the waiver of water -sewer in lieu of assessment fees and under guidelines of the City Attorney, Water -Sewer Ordinance No. 1466 will be amended to waive the 50% surcharge for all governmental entities. At 8:45 PM Mayor Weatherill declared a 5 minute recess. At 8:56 PM Mayor Weatherill recessed Council into executive session for 10 minutes to discuss City property matter. On motion by Councilman Clauson, seconded by Councilman Childress, Council excused Councilman Smith from the March 12 and 26, 1990 Council meetings. Vouchers audited and certified by the auditing officer (City Clerk) as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a listing and made available to the Council. Councilman Geiger moved to approve payment of those vouchers as follows: Claim Warrant No. 12994-13024 in the total amount of $11,616.88, seconded by Councilman Clauson and carried. On motion by Councilman Geiger, seconded by Councilman Clauson, Council authorized Mayor Weatherill to sign agreement between Kitsap County Sewer District #5/City of Port Orchard/Kitsap County Sanitary Landfill regarding Processing of Leachate from Kitsap County Sanitary Landfill. February 26, 1990 Page Three On motion by Councilman Geiger, seconded by Councilman Clauson, Council authorized the redesignation of one parking space near the water fountain on Sidney Avenue as "for motorcycles only". On motion by Councilman Smith, seconded by Councilman Powers, Council authorized the Mayor to sign contract with Excel], Inc in the amount of $811.73 for the treatment of flies at Fire Station No. 2.
