June 25, 1990
Council of the City of Port Orchard, Washington called to regular
session by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers
present: Clauson, Childress, Geiger, Smith and Grable. Staff
present: City Attorney McCloskey, Police Chief Mathews, City
Engineer Curles, Fire Chief Snow and City Clerk Hower. Councilman
Powers excused and Councilman Morrison absent.
Councilman Geiger led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council approved the minutes of the June 11, 1990 meeting as
circulated.
Nancy Hess representing Port Orchard Farmers Market sought
permission to expand the hours of the Saturday Market on Frederick
Street from gam-lpm to 9am-3pm.
Councilman Clauson moved to approve extending Saturday Farmers
Market hours to 9am-3pm, seconded by Councilmen Smith and Geiger.
After discussion on how this change could effect neighboring
businesses, Councilman Clauson moved to table motion to extend
Farmers Market hours, seconded by Councilman Geiger and carried.
Jerry Arnold, 1265 Sherman, sought assistance to settle a property
line dispute involving Guthrie Street. Mayor Weatherill referred
matter to Street/Alley Committee.
Mayor Weatherill presented letter from Pac-Tech requesting
permission to perform grading work within City owned right-of-way
adjacent to property owned by Mr. Pat Lockhart on Tremont Street.
Mr. Pat Lockhart was present to discuss proposal and answer
questions. City Engineer Curles gave staff report.
Councilman Clauson moved to approve request submitted by Pac-Tech
and Mr. Lockhart and authorize grading work on City owned right-of-
way on Tremont Street (east of Tremont/SR160 interchange) with the
understanding that future access to Tremont Street from subject
property will not be allowed, seconded by Councilman Childress.
Councilman Geiger moved to amend motion to require final grading
plans must be approved by the Street/Alley Committee and the City
Engineer, seconded by Councilman Smith and carried.

Council unanimously approved the original motion as amended to
authorize grading work on City owned Tremont Street right-of-way
(1500-1600 block near Tremont/SR160 interchange) contingent upon
approval by the Street/Alley Committee and the City Engineer, and
also with the understanding that future access to Tremont Street
from Mr. Lockhart's property will not be allowed.
On motion by Councilman Geiger, seconded by Councilman Grable,
Council adopted Ordinance No. 1488 amending the Port Orchard Zoning
Ordinance No. 1469; by amending the area and use maps there,
reclassifying property owned by N.L. Olson & Associates located at
2453 Bethel from Residential Low to Commercial General with
conditions. LEGAL DESCRIPTION: Section 36, Township 24 North,
Range 1 East WM, Kitsap County: A portion of the Northwest
Quarter, Southwest Quarter described as follows: Beginning at a
point on the east right of way margin of State Highway 14 (Bethel
Avenue) from which the west quarter corner of said Section 36 bears
S 89* 24' W 47.35 feet, thence N 89* 24' E 173 feet, thence S 2*
51'43" W 125 feet, thence westerly to a point on the easterly
margin of State Highway 14 which is S 2* 51' 43" W 125 feet from
the point of beginning, thence N 2* 51'43" E 125 feet to the point
of beginning.
Councilman Geiger moved to approve Resolution No. 1544 amending the
the Port Orchard/Kitsap Co. Sewer District No. 5 Wastewater
Treatment Facility Budget, second and carried.
Mayor Weatherill opened Public Hearing relevant to Proposed
Six -Year Transportation Improvement Program for 1991-1997.
City Engineer Curles reviewed projects proposed for the Six -Year
Transportation Improvement Program.
Mayor Weatherill called for public input. Dr. Minor concurred with
proposed projects and priorities.
Mayor Weatherill called for further input. As no additional input
was received, Mayor Weatherill referred matter to Council for
consideration.
On motion by Councilman Clauson, seconded by Councilman Smith,
Council unanimously approved Resolution No. 1545 adopting the
Six -Year Transportation improvement Program as presented by the
City Engineer.
On motion by Councilman Geiger, seconded by Councilman Childress,
Council adopted Street/Alley recommendation of options to minimize
pedestrian hazards for students crossing Mitchell south of high
school property.

Mayor Weatherill acknowledged letter from Barbara Jensen concerning
handicap parking space use and enforcement at local shopping
centers. Mayor and Council concurred on the importance of handicap
parking space availability.
Dr. Howard Minor representing Port Orchard Merchants Assn. asked
for City assistance to paint the marquee. Council authorized the
City Engineer to assist by providing personnel for painting the
marquee as Public Works schedule allows.
On motion by Councilman Clauson, seconded by Councilman Childress,
Council excused Councilman Smith from the July 23, 1990 Council
meeting.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of those vouchers as follows:
Claims Warrant No. 13504-13572 in the amount of $92,977.07.
On motion by Councilman Clauson, seconded by Councilman Grable,
Council authorized the installation of a street light in the 1400
block of Melcher Street.
Councilman Clauson moved to authorize the, City Engineer to apply
for a W.S.D.O.T. program to inventory street signs, seconded by
Councilman Geiger and carried.
On motion by Councilman Clauson, seconded by Councilman Smith,
Council authorized the Mayor to sign downtown landscape design
contract between the City and Calvin Jordan contingent upon
approval of contract by the City Attorney.
Fire Chief Snow requested clarification of Council policy
restricting Bay Street Banner hanging to nonprofit organizations.
After lengthy discussion, Councilman Geiger moved to discontinue
use of banners on Bay Street, seconded by Councilman Smith. Motion
defeated with a vote of five nays and one yea.
Councilman Geiger moved to adopt Bay Street Banner Hanging Policy
stating, "A banner serving a nonprofit organization, which
advertises a community event held within the City limits may be
hung over Bay Street. A nonprofit organization is one which
complies with the requirement of either the Washington State or
I.R.S. definition. The cost of banner hanging would be $120. per
week.
On motion by Councilman Smith, seconded by Councilman Geiger,
Council tabled motion and referred matter to Street/Alley Committee
for recommendation.

Mayor Weatherili displayed Certificate of Achievement which was
presented to the City of Port Orchard by Kitsap Transit for
cooperation with the "Ride Free" Program.
