July 9, 1990
Council of the City of Port Orchard, Washington called to regular
session by Mayor Leslie J. Weatherill at 7:30 PM. Councilmembers
present: Clauson, Childress, Morrison, Geiger, Powers, Smith and
Grable. Staff present: City Attorney McCluskey, Deputy Clerk
Thomas, Police Mathews, City Engineer Curles, Fire Chief Snow and
City Clerk Hower.
Councilman Smith led the audience and Council in the Pledge of
Allegiance.
On motion by Councilman Grable, seconded by Councilman Clauson,
Council approved the minutes of the June 25, 1990 meeting as
circulated.
Patty Olson, General Director of Fathoms 0' Fun, updated Council on
the 1990 Fathoms 0' Fun Festivities and thanked Council for their
support. Ms. Olson also noted and expressed appreciation to South
Sound Sanitation for donated garbage service during Fathoms 0'
Fun. On behalf of the citizens, City Council, staff and himself,
Mayor Weatherili commended Patty Olson for her dedication and hard
work organizing this year's Fathoms 0' Fun Festival. Council and
audience gave Ms. Olson a round of applause in appreciation.
Sharron King, Centennial Committee Chairman, (1) introduced Joyce
Tallman from Soroptomist, who displayed and made available for sale
the Centennial T-shirts and sweatshirts, (2) requested permission
to allow Company M, a vintage military encampment, to set up camp
in the Marina Park and downtown parking lot area on September 14,
1990 for the Port Orchard Centennial; (3) requested City funds to
install Centennial signs at the intersection of SR16 and Sedgwick,
SR16 and Tremont and on SR160 outside of Gorst.
On motion by Councilman Clauson, seconded by Councilman Smith,
Council moved to approve the expenditure of approximately $200.00
to install 4 Centennial signs at the following locations: (1)
Highway 16 and Sedgwick, (2) Highway 16 and Tremont, (3) SR160
outside of Gorst and (4) SR160 coming in from Southworth.
Eric Grohe, artist, presented an illustration of the commemorative
mural proposed for the west Library building wall.
On motion by Councilman Powers, seconded by Councilman Clauson,
Council approved the concept of the mural with the understanding
that any major changes must have Council approval.
Don Lindgren, owner of South Sound Sanitation, concurred with the
Council's approval of the Centennial mural and donated $2,500.00
toward the project.

At 7:45 PM Mayor Weatherill opened Public Hearing and called for
input relevant to a Petition to Vacate a portion of an unnamed
alley way between Mitchell and Bethel Avenues as submitted by Dr.
Browning, et al. LEGAL DESCRIPTION: Situated in Section 25,
Township 24 North, Range 1 East, Kitsap County. That portion of an
unnamed alley which abuts Lots 13, 14, 15, 16, 17 and 18 of Block 1
of Tom Cline's Addition to Sidney as recorded in Volume 1 of Plats,
Page 29, in Kitsap County, Washington; together with that portion
of the said alley which extends 30 feet southerly to the centerline
of vacated Taylor (Central) Street.
City Engineer Curles recommended Council to continue Public Hearing
for further review.
On motion by Councilman Geiger, seconded by Councilman Smith,
Council moved to continue Public Hearing (regarding Petition to
Vacate a portion of an unnamed alley way between Mitchell and
Bethel Avenue) to July 23, 1990 at 8:00 PM for further review
On motion by Councilman Smith, seconded by Councilman Grable,
Council referred to the Public Property Committee, the letter from
Dolores Barringer requesting renegotiation of Fur, Fin & Feathers
lease of City property on Old Clifton Road.
Upon the request of Errol Olson, Councilman Smith moved to extend
the operating hours of the lights at City parks having tennis
courts to 11:00 PM, seconded by Councilman Grable and carried.
Van Vlist, representing The Cruz, requested use of the waterfront
parking area on August 12, 1990 for the 1990 Cruz and additional
parking as follows: Prospect, from Bank to the Events Place (just
beyond Frederick; Frederick, from Bay Street to Prospect; and Bank,
from Bay Street to Prospect Street.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council approved closure of the waterfront parking area and the
following streets: Frederick Street, Bank Street and Prospect
Street from Frederick Street to Kitsap Street to facilitate the
1990 Cruz on August 12, 1990.
Councilman Morrison moved to remove from the table, Tabled Motion
to authorize extension of the Saturday Farmers Market hours to 9
AM-3 PM (motion to approve Councilman Clauson 6/26/90), seconded by
Councilman Geiger and carried.
Council unanimously denied motion to extend the hours of the
Saturday Farmers Market from 9 AM to 3 PM.

On motion by Councilman Morrison, seconded by Councilman Geiger,
Council removed from the agenda, Jerry Arnold's request for
assistance to settle property line dispute involving Guthrie Street
right of way.
On motion by Councilman Morrison, seconded by Councilman Grable,
Council removed from the table, Tabled Motion to adopt Bay Street
Banner Hanging Policy (motion to approve Councilman Geiger-6/25/90).
On motion by Councilman Morrison, seconded by Councilman Powers,
Council approved Resolution No. 1546 establishing a policy for the
display of banners from the marquee over SR160.
On motion by Councilman Geiger, seconded by Councilman Clauson,
Council unanimously approved payment of those vouchers as follows:
Claims Warrant No. 13573-13653 in the amount of $78,141.58 and June
1990 Payroll in the amount of $118,155.47 (Warrant No. 111936
-112050).
Councilman Morrison moved to adopt proposed Resolution No. 1547
establishing a policy for the installation of street lights,
seconded by Councilman Clauson.
Councilman Geiger moved to table motion to adopt Resolution No.
1547, seconded by Councilman Smith, and carried with 6 ayes and 1
nay. Councilman Morrison voting nay.
Councilman Smith moved to place into Street/Alley Committee for
review and discussion with the Farmers Market Committee the proposed
Saturday Farmers Market relocation to the east end of the waterfront
lot.
On motion by Councilman Clauson, seconded by Councilman Grable,
Council authorized the expenditure of $100.00 for a video promoting
Fathoms 0' Fun.
On motion by Councilman Clauson, seconded by Childress, Council
authorized Chief Mathews to sign a Joint City Drug Task Force grant
application.
On motion by Councilman Powers, seconded by Councilman Grable,
Council declared a computer monitor, Model No. 1S/MM1218A (Police
Department) as surplus and authorized disposal in the best interest
of the City.
City Engineer requested permission to turn over to the City Attorney
the file regarding the continued repairs to the roof of the Public
Works Building.

On motion by Councilman Geiger, seconded by Councilman Grable,
Council authorized the City Engineer turn over file to the City
Attorney to aggressively research the problem with the repairs to
the roof of the Public Works Building.
