01/25/1982 - Regular - MinutesPort Orchard, Washington January 25, 1982 Council of the City of Port Orchard, Washington called to regular session by Mayor Paul D. Powers, Jr. Council members present: Childress, Wilson, Caldwell, Geiger, Miller, Grosso and Clam. Also present: Attorney Riehl, Engineer Curles, Provisional Police Chief MacPherson and Fire Chief Snow. Mayor Powers led the Council and audience in the Pledge of Allegiance. On motion by Councilman Caldwell, seconded and carried, Council approved the minutes of the January 11, 1982 meeting as circulated. Councilman Grosso, Chairman Police,Fire & Safety Committee, read report citing statistical data relative to Police Department activities during the period of August - December, 1981. Clearance rates given in report are said to be considerably better than the national average. Mayor read letter from Civil Service Commission requesting council consideration of proposed budget of $700.00 to be used for advertising and conducting a Task Analysis examination for Police Chief position. Councilman Geiger moved to appropriate $50.00 to Civil Service Commission for purpose of advertising Police Chief examination. Seconded. Councilman Caldwell moved to amend motion to appropriate $150.00 to pay for advertising for applications for Police Chief examination, seconded and carried with four ayes and three nays. Motion as amended to appropriate $150.00 for purpose of advertising Police Chief examination lost with six nays and one aye. Councilman Clark moved to approve Civil Service request for $700.00 to be used for advertising for application for Police Chief examination and cost of conducting a Task Analysis examination for final selected applicants. Seconded and carried, with five ayes and two nays. Council- man Miller and Geiger voting no. Mayor Powers opened Public Hearing relative to application for Special Use Permit as submitted by Fred Shuffield to allow conversion of a cottage located at 816 Division into an attorney"s office. Mayor Powers called for public input. No response, On motion by Councilman Miller, seconded and carried, Council approved application for special use permit as submitted by Fred Shuffield contingent upon applicant complying with all conditions as recommended in Planning Commission Resolution No. 013-81 excluding condition that structure be classified as commercial for as long as the special use is in effect. Mayor Powers declared Special Use Permit approved and hearing closed. Mayor Powers reopened Public Hearing relative to application for Zone Reclassification as submitted by Ryan Built, Inc. for property located on the northwest corner of Kitsap Street and Harrison Avenue. Request is for reclassification from Residential High to Multiple -Family 20. Mayor Powers called for public input at this time. No response. On motion by Councilman Caldwell, seconded and carried, Council moved to approve Rezone with condition that Zoning Ordinance be amended to allow a planned unit development with unit density as specified by type of zone. Legal description: Lot 1, Block 12 including vacated 20 feet of Harrison Street, abutting on east side; also west 10 feet of east 65 feet of Lot 7, Block 12; also the south half of Lot 8, Block 12, all in the first Addition to Sidney, Sec 26, T.24N1, R 1 C, W.M. Mayor Powers declared Zone Reclassification approved and hearing closed. Mayor Powers adjourned Council for executive session to discuss Teamster - Uniformed employee negotiations. Mayor Powers reconvened meeting at 9:20 P.M. ` p ion y ouncilman Geiger, seconded and carried, with six ayes and one no (Councilman Wilson voting no), council ratified a two year labor contract with Teamster Union -Uniformed Employees with the following items: 1. 1/l/82 salary increase of 10% 2. l/l/83 salary increase of 8% 3. City paid medical coverage -Blue Cross (with medical benefits parallel. to Teamster Plan JC-28) 4. Weekly income accident and sickness benefit as specified in Washington Teamsters Welfare Trust -Plan JC28 (page 21) 5. City pay $200.00 of a dental plan 6. City will furnish a jumpsuit or raincoat (officer's choice) On motion by Councilman Clark, seconded and carried, Council denied request submitted by Sherman Coulon, 1020 Kitsap,to have late charges and turn off charges removed from Water/Sewer account. On motion by Councilman Wilson, seconded and carried, Council approved removal of $2.70 late charge from utility account of Harry Sprinkel, 937 Bay Street, in consideration of Mr. Sprinkel's good payment record. City Engineer Curles reported Kitsap County has agreed to install manhole on Arnold Avenue and clean debris out of culvert. This action will open the culvert to full thirty six inch capacity thus alleviating flooding potential. On motion by Councilman Caldwell, seconded and carried, Council approved Ordinance No. 1187 amending the budget for the year 1981 and ordering an appropriation of funds received in excess of estimated revenue. On motion by Councilman Wilson, seconded and carried, Council approved Resolution No. 1257 authorizing a budget transfer within Federal Shared Revenue Fund to provide for purchase of a Sun Engine Analyzer. On motion by Councilman Caldwell, seconded and carried, Council authorized VFW to hold Loyalty Day parade in Fort Orchard on May 1, 1982. Police Chief MacPherson to contact State Highway Department relative to closing of SR 160. Clerk informed Council that no bids have been received relative to City offer to sell Wayne Sweeper. On motion by Councilman Geiger, seconded and carried, Council moved to instruct Clerk to formulate "bad check" ordinance for City of Port Orchard. Meeting adjourned at 9:50 P.M. Clerk Mayor
