Mayor Powers called the Special M eeting of the City Council
to order at 8:00 P.N. Council members present: Childress, Wilson,
Caldwell, Miller, Grosso and Clark. Councilman Geiger ab sent.
Clerk presented Ordinance No. 1199, imposing additional sales
or use tax and adding special Initiative procedure and declaring
an emergency (Port Orchard Municipal Code 5.80).
After discussion on the matter Council on motion by Councilman
Miller seconded and carried approved the passage of Ordinance No.
1199 with the following conditions:
(a) The effective date of the imposition, of the tax shall be
Jily 1, 1982
(b) The revenues generated by the imposition of the tax shall be
used for restoration of city streets, parks and recreation
and other areas conducive for the benefits of the citizens.
Ordinance No. 1196 (relative to B/O tax on power and light) and
Ordinance No. 1197 (relative to B/O tax on telephone service)
was discussed by Council relative to decreasing the imposition of
B/O tax of 8% to 6% in both instances, Council on motion by
Grosso, seconded and carried tabled any action until a later date

Item No. 1. Ordinance NO. 1199 Imposing additional Sales
Tax in the amount of:of 1% to become effective
1 July, 1982, subject to the initiative.
procedures pursuant to RCW 35A-11-100.
Council discussed the adoption of Ordinance No. 1199 and
on motion by Councilman Miller, seconded and'carried apporved
the adoption of Ordinance No. 1199 with the proviso that funds
received from the imposition of the z of 1-``sales tax
will be used for those additions and betterments that the City
cannot accomplish with the existing funds now available.
Item No. 2. Ordinance No. 1196 Decreasing the Utility 1-3&0
Tax on the business of`furnishing light and power
by 2 .
Stem No. 3. Ordinance No. 1197 Decreasing the Utility B&O
Tax on the business of furnishing telephone
communications by 2%.
After considerable discussion on Item 2 and Item 3, Council
on motion by Councilman Grosso, seconded and carried that both
Item 2 and Item 3 be tabled.
