Council of the City of Port Orchard, Washington called to regular
session by Mayor Paul D. Powers, Jr. Council members present: Wilson
Caldwell, Geiger, Miller, Grosso and Clark. Councilman Childress
excused. Also present: Attorney Riehl, Police Chief Trotter, Engineer
Curles and Fire Chief Snow.
Mayor Powers led the Council and audience in the Pledge of Allegiance..
On motion by Councilman Caldwell, seconded and carried, Council approved
the minutes of the August 9, 1982 meeting as circulated.
Bob Love, representing the law firm of Shiers, Kamps, Love and Chrey
approached Council relative to petition they have submitted requesting
vacation of an alley adjacent to their property located on the SE
corner of Cline and Kitsap Street intersection.
On motion by Councilman Caldwell, seconded and carried, Council set
September 13, 1982 as date of Public Hearing relative to petition for
Vacation of an alley located east of Cline Street {Legal Description:
SEC 26, TWN 24N, R 1 E, W.M., BEG AT THE SW COR OF LOT 1, BLK 007,
STEVENS SM TOWN OF SIDNEY; THENCE E 180 FT.; THENCE S 16` TO THE NE
CORNER OF LOT 3, BLK 007 STEVENS SM TOWN OF SIDNEY; THENCE W ALONG
THE N LINE OF LOTS 3 & 2 TO THE NW CORNER OF BLK 2: THENCE N TO THE
POB. (Resolution No. 1276)
Dorothy Stokes, tenant at Marleee Apartment brought to Council attention
pedestrians who use the North side of Bay Street between Harrison: and
Rockwell Streetsmust walk close to themoving traffic as there is no sidewalk
on this side of the street.' Mayor.Powers referred matter to the Street/
Alley Committee for recommendation
Anita Sanford introduced the'1982 Kits,ap County'Fair&Rodeo Royalty
Court who outlined events scheduled for 'this year. and invited the Mayor
Council and citizens of Port Orchard to attend.
At this time the Clerk opened and read aloud bids received relative to
construction of the Blackjack Creek Water Main. All'bids included a
bid bond or check in the amount of 5% of the total bid. Bids were as
follows:
1. Kitsap Development company $176,922.00
2. Del Mar Construction 128,253.50
3. Pape & Sons Construction - 221,735.00
4. L.L.N. Contractors 138,399.50
5. Robison Construction, Inc.; 145,27.0.00
6. Morris Construction 211,360.00
7. Land Construction 155,431.50
8. Shelton Plumbing 175,410.00
9. Rental Marts 128,660.00
10. Backhoe Services 197,196'.33

On motion by Councilman Caldwell,..seconded and carried,` Council moved to
accept all bids and refer them to the Water/Sewer Committee and the City
Engineer, authorizing them to award :or'reject bids.:
Clerk opened and read aloud bids received for paving Melcher Street and
Bank Street. Bids were received as foils and were accompanied by a
bid bond in the amount of 5% of total bid.
1. Service Fuel $ 17,728.50
2. Ace Paving 14,437.20
On motion by Councilman Caldwell, seconded and carried, Council moved to
accept bids and refer them to Street/Alley Committee and the City
Engineer, authorizing them to award or reject bids

In regard to the letter written to Mayor and Council by Arthur M.
Mikelsen, relative to a "truckload" of logs dumped on the City
right-of-way near the intersection of Fireweed and Sidney Street,
Councilman Caldwell moved that a letter be written to"the,owners
of the logs directing them to remove them immediately and further
instruct them that "dumping of logs" will not be permitted, seconded
and carried.
On motion by Councilman Clark, seconded and carried, Council denied
petition submitted by Bobbie Saran, Executive Director of KPHTA
requesting a waiver of water/sewer hook-up fees and in lieu of
assessment fees due on property located at 1436, 1438 West and 902
Harrison Street.
On motion by Councilman Clark, seconded and carried, Council authorized
expenditure of $115.00 for tuition and approximately $50.00 expenses
to allow a police officer to attend a 2 day crime scene investigation
seminar in Portland, Oregon on September 9 & 10, 1982.
Engineer Curles reported Water Dept. Truck #1 (1966 Ford Pickup) has
been taken out of service and requested Council declare ;it surplus.
0n motion by Councilman Miller, seconded and carried, Council moved to
declare Water Department Truck #1 (1966 Ford Pickup) surplus and
authorize disposal of it with other surplused equipment.
On motion by Councilman Caldwell, seconded and carried, Council approved
Ordinance No. 1209 amending Ordinance No. 1125 relating to peace, safety
and morals, Section 2 (part).
Clerk read proposed Ordinance No. 1210. Mayor Powers announced upon
Police Chief Trotters request this ordinance will be held..over until
the September 13, 1982 meeting.
On motion by Councilman Geiger, seconded and carried, Council moved to
designate September 19-25 as Support Trident Week.
On motion by Councilman Geiger, seconded and carried, Council approved
payment of the bills in the amount of $17,920.29 (Warrant No. 736-760)
