The Public Property Committee met at 7:30 AM, 19 July at
Myhrie's. Members present were Carolyn Powers, Jesse Smith and
Jack Grable. Also present was Larry Curles,
Carolyn Powers briefed the Committee on her discussions with the
veterinarian Dr Christman. The building belongs to Dolores
Barrinager, but the clinic belongs to the vets. The rent is an
average of $500 per month. The veterinarians tried to get a
written lease from the Loard of Fur, Fin and Feathers, but had
-,Pi_� A,, t_sx ; ; from them. Finally; they wrote a
proposal and received a verbal acceptance from Dolores
Barringer.
The Committee discussed the potential of renewing the lease with
Fur, Fin and Feathers. There are two questions that need to be
addressed by the City: Does the City want to lease the property?
Is the spay clinic serving a public good? It was also noted that
if the lease is renegotiated, the City should have the right to
approve any sublease.
Mrs Dolores Barringer and Mrs Sue Cooper joined the committee
meeting to discuss the Fur, Fin, and Feathers organization.
Dolores briefed the Committee on the history of Fur, Fin,
Feathers. The Board of Directors meets the second Thursday, 7 PM
at Joan Cases office. The group is a nonprofit corporation and
has been established for 15 years. She provided the following
comments:
Rent money is used for advertising pets for adoption. The
Clinic advertises itelf with different funds.
No animal is housed on the City property. The group does
store items for rummage sales in a shed on the City
property.
If the current vets ever stop the spay service, they would
be replaced with other vets.
If the lease is not renewed, the vets told Dolores that
they would temporarily relocate the service in the current
offices.

On Friday, I checked the status of Fur, Fin and Feathers with the
Office of the Secretary of State. Fur, Fin and Feathers Society,
Inc was incorporated on 4 April 1977, In 1979, the corporation
lapsed.
On February 21, 1981, a retail store in Chelan was
incorporated as Fur, Fin "N Feathers. That corporation is still
active.
If Dolores is to renew her corporation, she needs to get with the
appropriate State office.
