04/08/1992 - Minutes//, /0 , �tf CITY OF PORT ORCHARD FINANCE COMMITTEE April 8, 1992 The Finance Committee of the Port Orchard City Council met on April 8, 1992 7:30 am at Myhres Restaurant to discuss the following subjects: 1. 560 Bay Street building: The owner has responded to city's offer. He is willing to sell the property for county assessor's evaluation of $95,000. RECOMMENDATION: Purchase 560 Bay Street property for $95,000, upon approval by city attorney. 2. Discussed existing city hall facility and future needs. RECOMMENDATION: Call for proposals to select architect for future city hall facility. Architect will develop exterior design concept and evaluate departmental requirments to establish interior design. 3. Business License Registration: goal is to (1) assure all businesses operating within the city limits report sales tax appropriately; (2) provide current information for fire department inspections. RECOMMENDATION: Establish business license registration procedure as outlined in Mayor Weatherill's January 9, 1992 memo (attached) OFFICE OF THE MAYOR 9 January 1992 TO: City Council FM: Mayor Weatherill RE: Business Registration As you are aware, the Fire Department currently maintains the registration of new businesses in the City. There is a growing need for better coordination between the City departments in to information about businesses. I have directed the City Treasurer to accomplish the following: Consolidate the building registration information which is in her office and that of Chief Snow. Develop a new business registration program that will meet the needs of all City departments. This will require developing one application for a business license that will consist of clear concise questions. Develop a system to share this business information with police, fire, planning and utilities. Develop a means to update the information annually, which will probably be coordinated with the annual fire prevention inspections. Prepare a draft ordinance describing the new business registration system and staff it with the departments. The draft ordinance will then be presented to the City Council for its consideration. Through this process, the City will be able to efficiently track sales tax information, update information on sewer bill classifications, and provide essential information to public safety. I have also directed that the cost for this service should be minimal and it should be structured so that it is not an unacceptable inconvenience to the business owner.
