04/23/1992 - MinutesGROWTH MANAGEMENT COIVIlVIlME MRSUTES APRIL 23, 1992 The Growth Management Committee met at Myhre's Restaurant. Members Geiger and Morrison were present. Councilman Clauson filled in for Councilwoman Powers who was absent. Planner Davis was also in attendance. The Committee reviewed Prime Pacific's request to amend a project condition requiring a landscape bond for their development (apartments at Pottery and Lippert). The Committee felt due to the high quality of development, the signing of a property maintenance agreement with the City, and a private contract with a landscape firm ensuring materials will be planted within one year of their installation, a bond is not needed. The Committee reviewed a Vision Statement prepared by community leaders which express community ideals, common values, and future aspirations. The Committee recommended the full council review the Statement and forward comments to either themselves or the Planner. The Planner explained the Statement will be used in the development of future city policy and to provide a guidepost for the comprehensive plan committees in their effort to identify new city-- wide goals and objectives. The Committee was briefed on recommended changes to the Shoreline Master Program as requested by the Department of Ecology. The full text of suggested changes will be sent to each committee member for a thorough review. Note: suggested changes may be challenged by the City. The Committee reviewed a memo from the City Engineer regarding eighteen month time limitations for land use classifications. The Committee agreed the current zoning ordinance allows a broad mixture of land uses within all zone classifications - many which are considered inappropriate and incompatible. The reason for originally approving an eighteen month time limit for land use reclassification were stated as follows: 1. To discourage the rezone of land with the sole intent of raising property value. 2. To prohibit a developer from receiving approval and vesting under current regulations - even though a project is built years later. In other words, a project can be built several years after approval using regulations no longer in use. The reason to require a site plan specific proposal upon rezone is: 1. Currently many different and conflicting land uses are permitted within all zone classifications. Hence, once approval is granted anything permitted within the zone is automatically allowed. For example, "compatible neighborhood commercial uses" are permitted within all residential districts - what is a compatible commercial use? Specific site plan approval prohibits other land uses not originally approved. The Planner reemphasized the importance of the Region -wide Planning Policies currently under review by the Kitsap Regional Planning Council (KRPC), and the importance of reading them and passing comment to the Mayor. To illustrate their importance, a policy on page A-2 states that all urban areas are characterized by lots of one acre or less. Does this mean rural areas are characterized by one and a half acre lots? This is obviously false. The Planner reiterated the adoption of these policies have far reaching implications for the City. The next meeting of the KRPC is May 27. The Committee agreed that City participation in a community expo at the Silverdale Mall on May 30 is not required. The Committee discussed the continuing lack of code enforcement as referenced in a recent memo from the City Engineer. The committee agreed to examine the situation and discuss Larry's memo at their next meeting. It was suggested that a code enforcement person could also help implement a new business registration (many transient businesses are not registered in the city).
