08/13/1992 - MinutesPUBLIC WORKS DEPARTMENT 17 August 1992 TO: Public Property Committee , FM: City Enginee RE: Committee Minutes The Public Property Committee met at the Capital Palace Restaurant at noon, Thursday, 13 August 1992. Members present were Carolyn Powers, Jack Grable and Jesse Smith. Also present were Pat Hower and Larry Curles. The Committee discussed the hawkers and vendors ordinance. The Committee discussed its all encompassing aspect in regards to the definition. Under the current ordinance, it appears that non-profit groups such as the girl scouts and boy scouts would be included in the definitions. Also the City policy of using master permits is not referenced in the current ordinance. The Committee reviewed the proposed revised ordinance as drafted by the staff. The draft ordinance provided for the following: 1. Raised the daily fee to $la and the monthly fee to $top. These fees were meant to reflect a cost of overhead incurred by other businesses. 2. There would be no commercial activity within 25 feet of any municipal building (structure), fountain or monument. 3. Sidewalks would have to have a 4 foot width remain unencumbered at all times. After discussion, the Committee agreed that the following should be done to update the ordinance: 1. Raise the fee structure, as proposed. 2. Make the new fees effective with the passage of the ordinance. 3. Define an area where commercial activities would not be allowed, as proposed. Substitute the word structure for building. 4. Not allow any commercial activity on City owned property without specific approval of the Council. The City Clerk will research the definitions. cc Mayor Council Clerk S//.ib. � PUBLIC WORKS DEPARTMENT 4 May 1992 TO: Public Property Committee,_: FM: City Enginee RE: Hot Dog carts and the Observation Deck A vendor wants to install a hot dog cart on or by the City Observation Deck. Since this land is considered City property instead of City right of way, he was told that the City Council had to approve this use of the property. Enclosed is the letter requesting permission. Please note that the business would monopolize the observation deck. The deck was constructed with Port and city funding to allow better access for the public. A restaurant on top of the deck would discourage most of the public from walking up to it. If the hot dog stand was in front of the door, the Public Works crew may have difficulty trying to enter the pump control room. When the pumps fail, the crew must respond immediately since this station pumps all municipal sewerage to the plant. It is recommended that the marina observation deck area remain open to the public and free from businesses. cc (less encl) Clerk Council �60o'd° _lam 3 DATE: June 16, 1992 TO: Public Property Committee FM: City Treasurer'/ The following is the information requested from the June 12 committee meeting. Fur, Fin & Feathers has paid rent of $361.59 in the first six months of 1992. Penn Feed generated sales tax of $6,722 in 1990 and $5,03,9c-in 1991. / The actual payment for 560 Bay Street will come out of the V current expenses/general fund. I am proposing that we close the local improvement guaranty fund to the general fund as is authorized by RCW 35.54.085. The last LID Bonds were paid off in 1985 and the money has been accumulating. When the C.D. matures in July there will be $91,940 in this fund to transfer. The balance of the dollars needed (approximately $3,060) would come from current expense. I
