Minutes of May 3, 1996
The meeting was convened at 7:30 am at the Pot Belly Deli. City Council members Geiger,
Powers, and Van Zee were present as was City Planner Gross. The Committee considered three
sign applications for the public right of way.
The first application was a resubmittal for the Eaglecrest subdivision. At the City Council
meeting of April 8th, the representatives were told to modify their original request which
included 5 permanent signs. Their modified request is for one double faced sign which would
hang from a permanent sign frame on the southeast corner of Tremont and Pottery (not far from
Dr. Gaspar's sign). The sign itself would be put up and taken down each day. After much
discussion concerning appropriate signage, the Committee made the following recommendation.
Approve the requested sign for Eaglecrest subdivision with the following conditions: 1. The
sign shall be placed at the owner's risk and expense and shall comply with the standard
public right of way sign agreement. 2. The sign may measure no greater than 3' x 4'. 3.
When the new sign code is adopted in the next few months, this sign must then comply with
the new code. 4. The City reserves the right to remove this sign if it is not in compliance
with City codes.
The Committee then reviewed the requested signs for Hutch -Con Construction. One sign had
been placed illegally in the right of way of Forest Park Street already. The applicant is
requesting that the existing construction sign facing Sidney Avenue be allowed to remain and that
a new permanent sign advertising the two fourplexes themselves be placed in the same right of
way but facing West Avenue. After reviewing and discussing the request, the Conunittee has
recommended: 1. No permanent sign shall be considered for this site until the new sign
ordinance has been approved. The applicant may reapply at that time 2. The illegal sign
must be relocated onto private property where the construction is actually taking place.
The Committee then considered a request by Arbor Terrace to locate a permanent sign on the
public right of way along Tremont adjoining Van Zee Park. Discussion focused on existing new
signs and the differences between temporary and permanent signage. The Committee
recommends: No new permanent signs should be located along Tremont Street at this time.
The applicant should comply with the new sign code once it is passed. The applicant may
reapply at that time.
The Committee then considered the possibility of a Council Study Session to discuss signage in
general and the new sign code in particular. The date of May 21 st was discussed as a possible
meeting date. The Committee recommends this to the City Council.
