041-09 - Resolution - Application for Funding for Recreational Trails ProgramIntroduced by: Requested by: Drafted by: Introduced: Adopted: RESOLUTION NO. 041-09 Development Director Development Director Development Director April 28, 2009 April28, 2009 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, AUTHORIZING APPLICATION FOR FUNDING ASSISATNCE FOR A RECREATIONAL TRAILS PROGRAM (RTP) PROJECT TO THE RECREATION AND CONSERVATION OFFICE (RCO) AS PROVIDED IN THE SAFE ACCOUNTABLE FLEXIBLE EFFICIENT TRANSPORTATION EQUITY ACT, TITLE 23, UNITED STATED CODE, SECTION 206 WHEREAS, under the provisions of RTP, state funding assistance is requested to aid in financing the cost of a facility development, maintenance, or educational project; and WHEREAS, our organization considers it in the best public interest to complete the project described in the application; now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, HEREBYRESOLVESAS FOLLOWS: 1. The Mayor be authorized to make formal application to the Recreation and Conservation Office for funding assistance; and 2. Any fund assistance received be used for implementation of the project referenced above; and 3. Our organization hereby ce1tifies that its share of project funding is committed and will be derived from the Cumulative Reserve for Municipal Facilities; and 4. We acknowledge that we are responsible for suppmting all non-cash commitments to this project should they not materialize; and 5. We are aware that the grant, if approved, will be paid on a reimbursement basis, which means the City may only request payment after eligible and allowable costs have already been paid and remitted to our vendors; and 6. We acknowledge that any prope1ty acquired or facility developed with financial aid from the Recreation and Conservation Funding Board (RCFB) must be placed in use for the funded purpose, and be retained in such use in perpetuity unless otherwise provided and agreed to by our organization and RCFB; and 7· This resolution becomes pmt of the formal application to the Recreation and Conservation Office; and Resolution No. 041-09 Page 2 of2 8. We provided appropriate oppmtunity for public comment on this application; PASSED by the City Council of the City of Port Orchard, SIGNED by the Mayor and attested by the Clerk in authentication of such passage this 28th day of April 2009.
