1989 - Resolution - Employement Position ChangesRESOLUTION NO. 1989 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON RESCINDING THE EMPLOYMENT POSITION OF POLICE CLERK AND ESTABLISHING THE EMPLOYMENT POSITION OF POLICE RECORDS-EVIDENCE CLERK AND PROVIDING STEP SYSTEM SCHEDULE FOR THIS POSITION. WHEREAS, it is necessary for the city to periodically review the duties and responsibilities of all employment positions, and WHEREAS, the employment position of Police Clerk has been reviewed and based upon the current job duties and level of responsibility it is determined that it is appropriate to update and revise the job description and salary schedule for this position, and WHEREAS, the job description as attached hereto and the salary step schedule as set forth below have been reviewed by the City Council Finance/Personnel Committee and are respectfully submitted with a recommendation for approval, now, therefore, THE COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE THAT: Effective August 27, 2002 the following revised job description and salary step schedule are provided for the position of Police Records-Evidence Clerk. ATTEST: ~wm~ Michelle Merlino, Deputy City Clerk CITY OF PORT ORCHARD jOB DESCRIPTION Job Title: Pol ice Records-Evidence Clerk FLSA: Non-Exempt Civil Service: Included (Persons hired after August 27, 2002 are excluded from Civil Service) Department: Police Department Reports To: Police Sergeant The position of Police Records-Evidence Clerk may be full or part-time and is authorized for participation in the City's Job Sharing Program. It is an office/clerical Civil Service position, which receives moderate supervision from the Police Records Management Specialist, Sergeant(s), or the Chief of Police. The regular working hours for the Police Department is Monday through Friday, 8:00a.m. to 4:30 p.m. Attendance at evening meetings or other off-duty events is not anticipated; however, the Police Records-Evidence Clerk may from time to time be required to return to duty after normal work hours or on days off. This is a Fair Labor Standards Act non-exempt position. Major Function and Purpose The Police Records-Evidence Clerk performs office/clerical duties necessary to the efficient operations of the Port Orchard Pol ice Department. General Function This is general clerical work performed for a municipal police department, which requires an ability to work with police administrators, police officers, volunteers, and members of the public. The Police Records-Evidence Clerk has frequent contact with the public and other police agencies. The Police Records-Evidence Clerk must apply reasonable standards of courtesy and conduct when interacting with citizens, other departments, and fellow employees. The Police Records-Evidence Clerk is prohibited from dispensing legal advice or reciting law or legal opinion as part of his/her official duties or as an employee of the City of Port Orchard. Supervision Responsibilities This position is responsible for some coordination of the activities of the department civilian volunteers. This includes assigning specific tasks and ensuring completion of assigned tasks as requested by the Police Sergeant and/or the Community Policing Coordinator. Process applications for concealed weapons permits Process departmental correspondence Answer telephone inquiries from the public Assemble and maintain departmental records Maintain the Evidence room in compliance with police department policy and procedures including but not limited to: • • • • • • • Packaging evidence for submittal to crime labs Prepare crime lab requests Secure evidence within the evidence room Purge evidence and property from the evidence room Participate in annual audits of the evidence room and processes Prepare reports for the Chief of Police Handle bio-hazardous materials, large sums of cash or monetary instruments, firearms and other weapons, etc Assist the Police Sergeant and Community Policing Coordinator with coordination of the department's civilian volunteer program May prepare and maintain correspondence for the Chief of Police Attend training schools to enhance skills and update technology Review police reports for accuracy and conformance with established procedures Maintain compliance with state requirements for proper training and use of ACCESS computers Other related duties as requested jOB DESCRIPTION: POLICE RECORDs-EVIDENCE CLERK Date of Last Revision: 8/26/02 PAGE20F3 Knowledge, Skills and Abilities While requirements may be representative of minimum levels of knowledge, skills and abilities, to perform this job successfully, the incumbent will possess the abilities or aptitudes to perform each duty proficiently. Ability to use common office equipment (i.e., typewriter, computer) is essential. The Police Records-Evidence Clerk also must be able to communicate clearly and effectively with citizens, both in person and by telephone. He/she must learn, adapt to, and integrate new procedures as may be required in the normal course of business. Working Conditions Work is performed in an office setting on city premises, during a regularly scheduled shift. Shift rotation should not be anticipated. The individual may be required to work alone. The Police Records-Evidence Clerk will be required to work with computers, will be exposed to CRT's, may be required to perform repetitive motion tasks, and to lift and carry up to 20 pounds. The Police Records-Evidence Clerk may also be required to package evidence for transmittal to the State Crime Laboratory for examination; handle controlled substances; handle large sums of cash or monetary instruments; handle weapons; and handle bio-hazardous materials. The Police Records-Evidence Clerk may be witness to or be exposed to physical violence and may be called to assist at crime scenes with evidence packaging and processing, after the scene has been secured. Physical Requirements The individual in this position must have the ability to use all components of a computer system. They must be able to hear audible alarms and must have ability to verbally communicate in person, by two-way radio, and by telephone. Prior experience working with the public Must be bondable Must have no felony convictions Must be able to pass a thorough background investigation All city employees must successfully pass a pre-employment drug testing as prescribed by the City's Drug and Alcohol Testing Policy Experience and Training Any combination of experience and training that provides the desired skills, knowledge and abilities.
