1956 - Resolution - Expressing Concern with the Lack of Ferry ServiceRESOLUTION NO. 1956 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON EXPRESSING CONCERN WITH THE LACK OF ADEQUATE FERRY SERVICE BY HORLUCKTRANSPORTATION. WHEREAS, the citizens of Port Orchard and South Kitsap rely upon a transportation system, comprised of both public and private transportation modes; and WHEREAS, the City of Port Orchard is responsible for the public road system that must accommodate an increasing number of vehicles by constructing additional lanes and new roadways; and WHEREAS, the City of Port Orchard encourages the use of public transportation to reduce the future expense of additional road construction and to reduce the gasoline consumption; and WHEREAS, the ferry system owned and operated by Horluck Transportation is an essential element of the transportation system and is critical to reducing the number of cars on the roads; now therefore, THE COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE: SECTION 1. The Port Orchard community is very concerned about the lack of passenger ferry service that is provided by Horluck Transportation and the trend of decreasing levels of service. Examples of this service degradation include, but are not limited to the following: (a) Horluck Transportation is not providing ferry service on Sundays and evenings. (b) Horluck Transportation is not providing ferry service to community festivals such as the Cruz Car Show and Street Fair, which attracts tens of thousands of visitors to downtown Port Orchard. (c) Horluck Transportation appears to be deferring building and structural maintenance of their marine passenger terminal to create both an eyesore and public concern. SECTION 2. The City of Port Orchard strongly encourages the owners of Horluck Transportation to become more responsive to its community, to substantially improve the ferry service, to assist the community in Commute Trip Reduction, and to help the community to reduce the number of vehicle trips around Sinclair Inlet. SECTION 3. The City Council calls upon the Mayor of the City of Port Orchard to contact the Washington Utilities and Transportation Commission to express our community's extreme concern that this essential element of our transportation network is not meeting our community needs and is failing to meet the minimum expectations.
