1922 - Resolution - Stop Decisions on the Governance CenterRESOLUTION NO. 1922 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON CALLING UPON THE KITSAP COUNTY BOARD OF COMMISSIONERS TO STOP DECISIONS ON THE GOVERNANCE CENTER WHEREAS, the Kitsap County Board of Commissioners is actively planning to participate in the construction of a new governmental building in downtown Bremerton for administrative offices of Kitsap County government; and WHEREAS, the City of Port Orchard is the lawful County Seat of Kitsap County and its relocation requires a vote of the people; and WHEREAS, the relocation of the County administrative and executive offices and files of offices, such as the Assessor, Auditor, and Treasurer may in fact move the County Seat frorn Port Orchard; and WHEREAS, the proposed relocation of the administrative function of County government will remove rnore than 300 jobs from the Port Orchard economy; and WHEREAS, Kitsap County has not included a study of the economic impact of the loss of more than 300 jobs to Port Orchard in the evaluation of this proposed relocation of government; and WHEREAS, the proposed relocation of the Courthouse is inconsistent with the Kitsap County Comprehensive Plan in that the approved Capital Facilities Plan does not provide for this move; and WHEREAS, the Board of Commissioners is being requested to spend millions of County tax dollars and obligate future County tax revenues without public discussion; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON: (1) The Kitsap County Board of Commissioners stop any formal obligation of funding or participation in the proposed Governance Center until the following have been completed: (a) City and County attorneys review and agree upon what constitutes a County Seat and what offices are required to be housed at the County Seat. (b) Kitsap County conduct a meaningful review of options to meet County administrative office needs within the County Seat of Port Orchard. (c) A study of the economic impact to Port Orchard of the proposed relocation is completed and reviewed by the affected entities. Resolution No. 1922 Page 2 of2 (d) Public Hearings are held in such a manner to allow meaningful input to discuss this proposed relocation of the County offices. (2) If the public is in agreement with this move, and if it is consistent with State law, then Kitsap County shall amend its Capital Facilities element in the Comprehensive Plan to reflect the project and its true cost. (3) The planning process shall be consistent with the Kitsap County Comprehensive Plan to include consistency with the Countywide Planning Policies for Siting Public Capital Facilities of a countywide nature through coordination with the Kitsap Regional Coordinating Council.
