BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, AS FOLLOWS: THAT: The six-year construction portion of the Six-Year Transportation Improvement Program for the years 2001 -2006, a copy of which is attached hereto and marked Exhibit "A" and is an integral portion of the Six-Year Comprehensive Street Program for the City of Port Orchard is hereby adopted. City of Port Orchard wASHINGToN RE: Six Year Transportation Improvement Program 2001 to 2006 Resolution 1900 Exhibit "A" 10 June 2000 The City's Six-Year Transportation Improvement Program, TIP, is attached for your review. The purpose of the TIP is to allocate highway funding, highlight local priorities and coordinate transportation improvements to meet the goals of the comprehensive plan. The program is based upon three assumptions: 1. The City is focusing on streets within the corporate limits. The Urban Growth Areas are established. Kitsap County is addressing the needs of the adjacent urban areas, east of Port Orchard. 2. The more expensive road projects are completed and the matching funds from the Arterial Street Fund are depleted. The City will continue its policy to use Arterial Street funds for matching funds. It will need time to replenish this account. 3. The emphasis of future road projects will include storm water and pedestrian issues, rather than solely road pavement overlays. However, the residential streets need to be paved to prevent them from becoming unsatisfactory to the public. The number one priority of the Six-Year Plan is to resume the Residential Paving Program. The residential streets are not significant enough to qualify for highway funds, but require periodic maintenance. Typically, there are three options for this maintenance: (1) surface seal to keep the roadway impervious, (2) a chip seal to resurface the road with an oil and rock mixture, or (3) an asphalt overlay. The asphalt overlay is the preferred maintenance tool. Although it is the most expensive. A new overlay can last for ten years or more and provides the highest quality product. • RESIDENTIAL PAVING PROGRAM Resolution 1900 ExhibJt ''A" The residential paving program is funded with the Street Fund. Its purpose is to pave smaller residential streets on a yearly basis. The selection of these streets would be recommended by the Street Committee and confirmed by the City Council. Storm water improvements would be included in these improvements. The second priority for the Six-Year Plan is to continue with the sidewalk repair program. The sidewalks have to be properly maintained for both aesthetic and public safety reasons. The City has inventoried the walkways and is systematically addressing the known deficiencies. SIDEWALK IMPROVEMENT PROGRAM Street funds need to continue to be allocated to repair and replace existing sidewalks throughout the City. A significant number of older residential sidewalks have been repaired and replaced to eliminate potential tripping areas for pedestrians. However, the need for this program remains. DOWNTOWN IMPROVEMENTS The sidewalks in the downtown area need to be repaired and/or replaced. The City had a study started in the year 2000 to develop alternatives for this work. At this time, it appears that the community may wish to include curbs, stormwater issues, and other improvements in this project. The south portion of Sidney Avenue needs to be improved. Several years ago, Sidney Avenue from Tremont to Lippert was re-paved and a shoulder was constructed. This roadway has served well both motorists and pedestrians. However, before the southern portion of the roadway can be improved, the sanitary sewer system will need to be extended in this right of way. SIDNEY AVENUE OVERLAY, LIPPERT TO SR 16 Local funding is being proposed for the future continuation of the last segment of the Sidney Avenue Overlay. This half-mile section of Sidney Avenue would be paved and a wide shoulder created for non-motorist use. The project will need to include stormwater and sanitary sewer improvements. Pottery Avenue, north of Tremont Street, will need federal funds to complete the project. This two- lane road will be required to serve the existing neighborhood and at least three subdivisions. The road should be improved for both motorists and pedestrians. A significant expense will be the improvement of sight distance by excavating a knoll. Other expenses include the acquisition of the needed right of way and construction of sidewalks. -·· -------------------------------------- SHERMAN A VENUE WIDENING, DEAD END TO FIREWEED Resolution 1900 Exhibit "A" With the anticipated growth in this neighborhood, the existing streets will need to be widened to accommodate the increased housing densities. The road would be increased to two 12-foot lanes with asphalt shoulders and stormwater improvements. The Bay Street Pedestrian Path remains on the Six-Year Plan, in case funding becomes available. BAY STREET PEDESTRIAN PATH This project has been deleted from the federal funding program due to the needs of the Bethel Wye improvements and the expense of the proposed design of the Bay Street Pedestrian Path. The City will need to seek a less expense means to construct improved pedestrian access and still meet criteria from the Department of Fisheries. Arnold Creek passes under Bay Street, near the intersection of Arnold Avenue. For many years, it was thought that this section of roadway was in the County jurisdiction. It has come to light that it is within city limits. The creek crossing is along a wooden span, which has served the community for an unknown time, but probably more than 40 years. A pipe arch culvert will be recommended, if federal funding can be obtained. The project is listed on the Plan to allow it to be eligible if funding is available. ARNOLD CREEK CROSSING This project would use a pipe arch culvert to replace an existing wood span in the 1900 block of Bay Street. This span does not appear to be in imminent need for replacement as of yet. However, since this section of road is on the National Highway System, this structure should be evaluated and upgraded, if necessary. The Port Orchard Bypass project stopped the road widening at the Port Orchard Boulevard. The traffic patterns and volumes are such that the remainder of Tremont Street needs to be widened to the full four-lanes. To widen the entire road will require right of way acquisition, road design, and improved stormwater systems. The planning is based on expanding the road to four-lanes, with sidewalks on both sides. The project will be submitted for funding to the various State and federal programs. TREMONT STREET WIDENING This project would complete the four-lane section of Tremont Street by widening the road between SR 16 and Port Orchard Boulevard. The widening would consist of additional two lanes of traffic, sidewalks on both sides of the road, and storm water improvements. There is inadequate right of way and additional land would have to be purchased for the length of this road. The City Council has indicated that it wanted a concrete sidewalk along one side of Port Orchard Resolution l900 Exhibit "A'' Boulevard. In a few years, the City will need to install a new and larger sewer main along this street. The best location for the sewer main would be the west shoulder of the Boulevard and that construction project would also accommodate the sidewalk construction. PORT ORCHARD BOULEY ARD SIDEWALK When the Port Orchard Boulevard was paved, there was insufficient money to include a sidewalk along the west side of the road. This project will allow for the construction of a five-foot wide concrete sidewalk for the full length of the street, on the west side only; This project will need to be programmed after the sewer main expansion. ~ w Washington State Department of Transportation Agency: Port Orchard Co.
