A RESOLUTION OF THE CITY OF PORT ORCHARD,
WASHINGTON, AUTHORIZATION TO PURCHASE A
CENTRIFUGE FOR THE WASTEWATER TREATMENT FACILITY.
WHEREAS, the City of Port Orchard and Kitsap County Sewer District No. 5 jointly own and
operate the Wastewater Treatment Facility, which is a special facility; and
WHEREAS, the city is the lead agency in the expansion of the Wastewater Treatment
Facility; and
WHEREAS, there is a need to purchase a specialized piece of equipment to replace a belt
filter press which dewaters sludge at the Wastewater Treatment Facility; and
WHEREAS, RCW 30.04.280 allows for competitive bidding to be waived for purchases
involving special facilities or market conditions, now, therefore,
THE COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE THAT:
The City of Port Orchard may purchase the necessary
centrifuge with a procedure using a request for proposals, RFP.
The RFP shall be mailed to at least five manufacturers of this
type of specialized equipment. The results of the RFP's shall be
presented to the City Council for authorization to purchase. The
city may reject any or all cost proposals.
PASSED by the City Council of the City of Port Orchard, APPROVED by the Mayor and
attested by the Clerk in authentication of such passage this 11'" d of September 2000.
