The Public Works Department contracted with BHC Consultants for modeling of the current system and evaluation of projects required to provide the necessary infrastructure. Additionally, the City contracted with Katy Isaksen and Associates to provide a financial analysis of the Improvements. CONTENTS Executive Summary Section 7 Section 8 SEPA Checklist pages ES-1 thru ES-6 pages 7-1 thru 7-32 pages 8-1 thru 8-20 pages 1 thru 16 City of Port Orchard 2016 General Sewer Plan Update Amendment Executive Summary ES.1 Introduction (Chapter 1) The City of Port Orchard's (City) General Sewer Plan Update (Plan) provides a summary of the City's current sewage capacities and an analysis of the impact of projected growth on the City's sewage collection and conveyance system, and proposes a Capital Improvement Program to alleviate system deficiencies. It also documents the utility's policies, operation and maintenance practices, and financial condition. The City is located in Kitsap County and is bounded to the north by Sinclair Inlet. The location is shown on Figure 1-1. The surrounding area is a combination of rural and suburban lands in unincorporated Kitsap County. The City was incorporated in 1890 as the Towh of Sidney, and was renamed in 1903 as the City of Port Orchard. The City is primarily residential with some commercial areas and industrial activity. The current population within the existing City limits was estimated by the Washington State Office of Financial Management to be 13,150 in 2014. As of 2015, approximately 11,550 are within the City's sewer service area. Residents outside of the City's service area are served by the West Sound Utility District (WSUD) or by individual septic tanks. The City owns, operates, and maintains existing wastewater collection and conveyance facilities that provide sewer service to the City's current service area of approximately 2,100 acres. The collection system consists of gravity sewers, pump stations, force mains, Septic Tank Effluent Pump (STEP) systems in McCormick Woods, and grinder pump systems that convey wastewater to the South Kitsap Water Reclamation Facility (SKWRF). The SKWRF is owned jointly by the City and WSUD, and operated and maintained by WSUD. Over the next twenty years the population within the Urban Growth Area (UGA) in the City's sewer service area is expected to grow to over 24,000 people. The City's sewer service area is expected to grow to approximately 5,700 acres. This Plan evaluates future facilities required to accommodate both existing and future wastewater collection needs. This Plan complies with the Washington State Department of Ecology (Ecology) regulations for general sewer plan (Washington Administrative Code [WAC] 173-240-050) as shown in Table E-1. The 16- inch by 12-inch annulus will then be grouted with cement to assure there is no transfer of material through that annulus. The modified well will then be step tested at up to 1,500 gallons per minute (gpm) (if the well allows). The step test will be followed by a constant -rate test for 24 hours at a rate to be determined by the step test results. The contract will also include the proper decommissioning of two older wells on the property per WAC 173,16d Scope of Work The intent of this contract is to modify the existing 12-inch diameter well by cutting the casing at a depth of 520 feet and removing the 12-inch diameter casing to create a 16-inch diameter pumping chamber. The 12-inch byX 16-inch annulus will then be grouted with cement grout to preclude the entry of fine material through the annulus when the modified well is pumped. After the cut is made, the 12-inch diameter casing removed, and the annulus is grouted, the contractor will clean the bottom of the well using a sand -pump bailer. The contractor will then install a test pump capable of producing up to 1,500 gpm from a pumping water level 500 feet below land surface. A step -rate test will then be accomplished at rates ranging from the minimum the pump will convey up to 1,500 gpm (or the maximum rate for the well). Following a period of recovery after the step -rate test, the well will then be pumped for 24 hours at a constant rate defined by the hydrogeologist. The test includes a two-day recovery period that must be monitored using a transducer/data-logger as well as occasional manual measurements. This means the pump cannot be removed until the third day after the pump is shut down. A video inspection was conducted on July 9, 2020 and found no obstructions that would complicate the execution of the work. The video also showed an accumulation of approximately 30 feet of material in the bottom of the well screen which will need to be cleaned out prior to testing. Depending on the nature of this material, some surge and bail development may be required to clear the lower section of the well screen prior to testing. Where the requirements of these specifications are more stringent, the requirements of the specifications shall prevail, provided that nothing in these specifications shall be construed to require work in violation of the WAC. The scope of work for decommissioning the two older wells on the site (McCormick Well No.#1 and Well No.0$21 are sinlynsand to properly decommission the 12-inch diameter well Well #11 sare as required by WAC 173-160-381. McCormick Well No. 1 is completed with 10-inch diameter pipe -size screens of 15- to 40-slot size set from 229_fe et to 243-feel and from 260 feet to 281--feet res ectively. There is 2-foot tailpipe below the screens. Above the screens are a short 10-inch diameter riser pipe with both neoprene and lead packers. The well has a proper bentonite surface seal set to 20 feet. The static water level is approximately 125_ feet below land surface and the production test at the time of construction was 175 gpm with 73 _feet of drawdown after 4-hours. The well was drilled by Nicholson Drilling of Port Orchard between February and May of 1984. The second well to be decommissioned, McCormick Well No. 2, is a 12-inch diameter 215-foot deep well completed with 60-slot 6-inch diameter pipe -size screen set from 168-feet to 218210- feet. Above the screen is a 10-foot 6-inch diameter riser topped with a 12- by* 6-inch diameter reducer/lead packer threaded to the riser. The bentonite/cement surface seal is placed to 20 feet. The static water level in this well is approximately 125-_feet and the well was tested for 24 hours at 397 gpm with 30 feet of drawdownl. I Commented [A2]: Mention well u3? Equipment 3.1 Drilling Machine. The work can be accomplished by cable -tool or rotary methods provided the rig is suitable for the work specified. All appurtenant equipment including, but not limited to, bailers, and grouting equipment are to be considered as part of the rig, available to the project as needed, and delivered to the site as a function ofjob mobilization. It is presumed that the Contractor will use the same drilling equipment to accomplish the decommissioning of the two older wells on the property. However, the use of other equipment is left to the discretion of the Contractor provided that equipment is suitable to the task and agreeable to the Owner and the hydrogeologist. 3.2 Test Pump. A test pump capable of producing up to 1,500 gpm from a 16-inch diameter casing with a pumping water level 500 feet below land surface will be required for this work. Either a submersible pump driven with a contractor -provided generator or a top - drive turbine pump driven by a contractor -provided drive engine may be used. The Contractor shall be responsible for proper maintenance of the sites and periodic removal of all wastes.
