1849 - Resolution - Job SharingRESOLUTION NO. 1849 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, ESTABLISHING A POLICY ALLOWING CITY EMPLOYEES TO JOB SHARE AN EMPLOYMENT POSITION IN CAREFULLY DEFINED CIRCUMSTANCES. WHEREAS, studies have recognized job sharing opportunities as a benefit to employees and the employer, and WHEREAS, the City finds it appropriate and in the public interest to permit city employees to participate in a Job Share Program in a carefully defined circumstances, now therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE: THAT: The Job Sharing Policy attached hereto as Exhibit "A" is hereby adopted. WEATHERILL, MAYOR ATTEST - Patricia Parks, City Clerk CITY OF PORT ORCHARD JOB SHARING POLICY INDEX I EFFECTIVE DATE APPROVED , Administrative 14U-Q09 2/22/99 RESOLUTION NO. 1849 REFERENCE City of Port Orchard PURPOSE Information received reflects studies have recognized job sharing opportunity can benefit both employees and the employer. POLICY 1. Employees may seek a job sharing arrangement for their own position. Supervisors, managers and department directors may identify positions under their authority, which would benefit from a job sharing arrangement. 2. Job sharing opportunities will be allowed only upon the mutual agreement of a current employee and the supervisor, with the approval of the Department Director. Job sharing employees must sign a "Job Sharing Contract" acknowledging their acceptance of appropriate conditions. Appropriate conditions will include work hours, compensation rate, benefits, employers and employees right to terminate job sharing employment, and any other conditions as may be considered necessary by the Department Director or Personnel Department. 3. A full time position approved for job sharing may be filled as two (2) part time positions. 4. Job sharing opportunities will be filled by competitive process, unless two active employees (both meeting the requirements of the specific position) wish to share a job. 5. Classification and pay. It will be the responsibility of the Department Director and the Personnel Department to determine that the portions of the position are appropriately classified and compensated. Employees serving in an approved job sharing opportunity will be classified as part time employees. 6. Work schedule. The work schedule must be mutually agreed upon by the supervisor and the employees involved, and approved by the Department Director and the Personnel Department. 7. Job sharing employees agree to work full time during the absence of one employee if requested. 8. Either job -sharing employee may request to terminate the contract_ The remaining employee may be required to work full-time until another job sharing employee can be found and is approved by the Department Director. 9. Benefits: Employee benefits for "job sharing" employees would be same as other part time employee benefits. a. Vacation and Sick Leave will accrue based upon the same accrual rate (for part-time employees') as established in the Resolution for non -represented employees. Benefits. Health and welfare benefits will be provided on the same basis (for part time employees) as established in the resolution for non -represented employees. Retirement. Membership in the appropriate state sponsored retirement system is governed by the retirement system. CITY OF PORT ORCHARD - JOB SHARING PAGE 1 OF 3 ADMINISTRATIVE 100-009 10. Discontinuance. Job sharing opportunities may be discontinued at any time by the supervisor with 90 day's notice to the employees involved. The Supervisor and Department Director will determine rights to the position based upon the following: first, individual performance; then special skills; and finally, seniority in the position. An employee with high performance, who is displaced from his/her position by the discontinuance of a job sharing opportunity. The City will make every reasonable effort to place such employee in another available position for which he/she is qualified. This section is not intended to limit the City's authority to terminate the employment relationship in the case of poor job performance, misconduct or other reason deemed appropriate by the Department Director and the Personnel Department.
