1870 - Resolution - Concerning Initiative 695RESOLUTION NO. 1870 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON CONCERNING INITIATIVE 695. WHEREAS, Initiative 695 calls for license tab fees to be $30 per year and any tax increase imposed by the State shall require voter approval; and WHEREAS, the Initiative definition of tax includes almost all fees and monetary changes by the government; and WHEREAS, the Initiative would apply to all local governments, to include counties, cities, and districts; and WHEREAS, the City Council publicly discussed this Initiative and it's ramifications at an open meeting on 9 August 1999, now, therefore, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON HEREBY RESOLVES AS FOLLOWS: 1. Initiative 695 impacts far more than the current revenue surplus of the State government 2. Initiative 695 only limits governmental revenue and does not address governmental spending. Although the funding of local government will be restricted, the unfunded mandates from the Federal and State governments will continue and local governments will be forced to comply with these regulations and laws. 3. Initiative 695 will be more far reaching that merely making car tabs affordable. The requirement for voter approval for every fee established by every government will be unwieldy and very expensive. 4. Initiative 695 will affect City services. The City revenue will be decreased by $130,000 or more. 5. Citizens should educate themselves by reading the initiative and carefully consider all the impacts of Initiative 695 to their local community, their neighborhood, and their quality of life.
