1766 - Resolution - Issuance of Special Use Permit to Real People Beauty SalonCity of Port Orchard 216 Prospect Street 1010564 Port Orchard, WA 98366 Page: i of 3 04/03/97 03:59P CITY OF PORT ORCHARD_ ORD lie .00 Kitsap Co, WR RESOLUTION NO. 1766 A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON APPROVING THE ISSUANCE OF A SPECIAL USE PERMIT TO REAL PEOPLE BEAUTY SALON FOR PROPERTY LOCATED AT 2143 BETHEL AVENUE FOR A SPECIFIC USE OF A PARCEL OF PROPERTY WHICH IS IN HARMONY WITH THE VARIOUS ELEMENTS OR OBJECTIVES OF THE COMPREHENSIVE PLAN AND IS NOT DETRIMENTAL TO EXISTING USES PERMITTED IN THAT PARTICULAR ZONE. Tax Account No. 362401-2-015-2004 Legal Description: Section 36, Township 24, Range 01. Full legal description - Attachment "A" THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON DOES HEREBY RESOLVE THAT: WHEREAS, the City Planning Commission has held the required public hearing in accordance with the criteria set forth in Chapter 6 (Special Use Permits) of Ordinance No. 1469, Zoning Ordinance of the City of Port Orchard, and; WHEREAS, the City Planning Commission has recommended approval of the Special Use Permit application by Real People Beauty Salon, located at 2143 Bethel Avenue and has recorded with the City Clerk their decision setting forth their findings and recommendations, and WHEREAS, affected property owners may request a change in valuation for property tax purposes notwithstanding any program of revaluation, and WHEREAS, the City Council did hold a public hearing on March 10, 1997 to take testimony, review materials and consider all information presented. NOW, THEREFORE, the City Council of the City of Port Orchard does adopt Planning Commission Resolution No. 274-97, with Findings, Facts and Conclusions as their own and does hereby approve the issuance of a Special Use Permit to Real People Beauty Salon to allow the conversion of an existing single family residence into a 3-chair hair styling salon with 3 employees and potential expansion to provide manicures, pedicures and facial waxing. This Resolution No. 1766 Page Two of Two Special Use Permit is located at 2143 Bethel Avenue, with the following seven (7) conditions: 1. Building Permit Number 8416 shall be amended to include occupancy of the building. A Certificate of Occupancy will not be issued until all the conditions of approval outlined below are met. Review of the electrical system by Department of Labor and Industries for load approval, proper sizing and location of outlets is required. This approval shall be provided to this office in writing prior to the issuance of the Certificate of Occupancy. 2. No exterior lighting shall be permitted to reflect on adjoining residential properties. 3. The property shall connect to the sanitary sewer system. 4. There shall be one (1) handicap accessible parking stall, posted with the State approved sign, located by the entrance door. 5. All signage shall conform to Section 5.2B(8 & 9) of the Zoning Ordinance. A sign permit is required prior to sign installation. 6. The terms of the Special Use Permit shall commence within 180 days from the effective date of approval. If the time limit for development expires and development has not commenced, or the use permitted by the permit does not exist, the permit shall be considered void. No notice need be given nor hearing held. 7. A revised parking plan with parking on the side or rear must be submitted and approved by the City Engineer prior to Certificate of Occupancy.
