1781 - Resolution - Conditional Use Permit to Cascade Natural GasCity of Port Orchard 216 Prospect Street Port Orchard, WA 98366 3032210 CITY OF PORT ORCNA87/RD RESOL 19.6@ 1 of 97t3�RI9Co, t4lR ylA RESOLUTION NO. 1781 ✓ A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, PROVIDING A CONDITIONAL USE PERMIT AND SUBSTANTIAL_ DEVELOPMENT PERMIT FOR CASCADE NATURAL GAS PIPELINE TO CROSS BLACKJACK CREEK. - WHEREAS, the City adopted the revised Shoreline Master Program in 1994 to regulate the property within the jurisdiction of that Program; and WHEREAS, the project referred to as the Cascade Natural Gas Pipeline has received a Mitigated Determination of Non -Significance; and WHEREAS, a public hearing was held on July 28, 1997 by the City Council to hear facts and testimony concerning granting a conditional use and substantial development permit with regard to the Shoreline Management Program; and WHEREAS, the City Council has determined that the granting of a conditional use and substantial development permit is consistent with the intent of the Shoreline Management Program; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE: The City of Port Orchard recommends approval to the Department of Ecology for the granting of a conditional use and substantial development permit to allow the construction and installation of a 6-inch natural gas pipeline to be placed beneath Blackjack Creek through directional bore techniques with the following conditions: To reduce potential impact to the Creek, the work site around the water will be fully protected with filter fabric fencing. The applicant must identify location and access needs if an above ground pressure facility is necessary and provide this information to the Fire Department prior to installation of the pipeline.
