A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON
LISTING ISSUES FOR THE ASSOCIATION OF WASHINGTON CITIES.
WHEREAS, the City of Port Orchard works through the Association of
Washington Cities to influence and assist in the making of State legislation; and
WHEREAS, the Association of Washington Cities must prioritize its
efforts in order to be effective in its legislative efforts;
THEREFORE, the City Council of the City of Port Orchard does hereby
resolve the following:
The City of Port Orchard requests that the following be considered
as policy for AWC:
1. The Washington State Department of Natural Resources should
stop charging municipalities a commercial market rate for DNR
leased properties, if those properties are used for a public
purpose and are not being subleased. The DNR is currently
increasing annual lease amounts by 4 and 6 fold in order to
generate revenue for the Department of Natural Resources. This
is an unofficial tax levied upon the citizens by a State
agency.
2. The State Superintendent of Public Instruction should revise
the school siting standards to stop encouraging urban sprawl.
The excessive acreage requirements for new schools are forcing
School Districts to construct outside established urban areas.
This creates a stimulus for development around the new school
and accelerates urban sprawl.
3. The Legislature should fully fund school operations and stop
the unfair practice of individual jurisdictions creating
school impact fees.
PASSED by the City Council of the City of Port Orchard, SIGNED by the
Mayor and attested by the Clerk in authentication of such passage this 22nd day
of April, 1996.
