1747 - Resolution - Supporting Cencom and Advocating LevyRESOLUTION NO. 1747 ✓ A RESOLUTION OF THE CITY OF PORT ORCHARD, WASHINGTON, SUPPORTING KITSAP COUNTY CENTRAL COMMUNICATIONS (CENCOM) BY ADVOCATING THE PLACEMENT OF A COUNTYWIDE EXCESS LEVY MEASURE ON THE SEPTEMBER 17, 1996 PRIMARY ELECTION BALLOT TO SECURE FUNDING IN THE AMOUNT OF $18,400,00 FOR THE 800 MHz RADIO AND MICROWAVE NETWORK AND THE MOBILE COMPUTER TERMINAL SYSTEM AND CONSTRUCTION OF A REPLACEMENT 9-1-1 DISPATCH FACILITY. WHEREAS, the City of Port Orchard is a member organization of the consolidated countywide 9-1-1 Emergency and Public Safety Dispatch Center known as Kitsap County Central Communications (CENCOM); and, WHEREAS, the City of Port Orchard is also a voting member of the CENCOM Policy Board by Interlocal Agreement; and WHEREAS, the CENCOM Policy Board has determined it is imperative to the safety and well being of the citizens of Kitsap County to implement a countywide 800 MHz Radio and Microwave Network and Mobile Computer Terminal System for public safety and government operations as soon as possible; and, WHEREAS, it has been determined that the existing emergency radio communication system within Kitsap County is functionally obsolete, lacks the capacity to efficiently manage daily public safety operations and is unable to accommodate predicted future growth; -and, WHEREAS, The Policy Board further determined the need to replace the existing consolidated Emergency Communications (9-1-1) Dispatch facility which is functionally obsolete, inadequate in size, unable to accommodate predicted future growth, does not satisfy current standard practices for connection between structural elements, in some cases does not meet current building code requirements and is at risk of substantial structural damage and/or partial collapse during an earthquake. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT ORCHARD DOES HEREBY RESOLVE THAT: The City Council does hereby unanimously approve and confirm their support for the placement of a countywide excess levy measure on the September 17, 1996 Primary Election Ballot to secure funding in the amount of $18,400,000 for the 800 MHz Radio and Microwave Network, and the Mobile Computer Terminal System, and construction of a replacement 9-1-1 Dispatch Facility.
