A RESOLUTION OF THE PORT ORCHARD CITY
COUNCIL ESTABLISHING THE POLICY FOR STEP
SYSTEMS WITHIN THE SEWER COLLECTION SYSTEM.
WHEREAS, The City of Port Orchard operates a sanitary
sewer collection system; and
WHEREAS, The community benefits when the maximum number
of properties connect to the sewer system, in lieu of using on
site treatment systems; and
WHEREAS, the STEP system allows for less expensive
initial capital costs by requiring smaller mains and pumps and
therefore further encourages outlying properties to connect to
the sanitary sewer system; and
WHEREAS, it is known that the STEP system requires
special engineering to compensate for the septic effluent,
potential odor problem and corrosive nature of the liquid;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT
ORCHARD DOES HEREBY RESOLVE THE FOLLOWING POLICY:
The City shall accept STEP wastewater on a limited
basis with specific permission granted by the City Council.
The total of all STEP effluent shall not exceed the two
percent (2%) of the average daily total city wastewater flows of
the most current month of August. The average daily flow will be
measured at the Marina Sewer Pump Station.
Approval of STEP system applications will be based upon
the following:
1. The distance from the existing sewer system. STEP
is meant to ease the financial burden of main
extensions and would not be applicable for
extensions of one half mile or less.
2. The number of wastewater generators which would
participate in the extension. Large volume
generators or numerous smaller ones consolidated
into one system eases maintenance of the system.
3. The proposed maintenance of the system. The City
is responsible for the effluent and pumping of
the effluent. Conformance to City requirements
and an acceptable maintenance plan is required.
4. Other facts that may be unique to the application.

The City Engineer is required to report the volume of
STEP influent and the total volume of city sewage monthly to the
Water/Sewer Committee of the City Council.
When the STEP wastewater exceeds the permitted level of
2% of the average daily flow of August, no more STEP wastewater
will be permitted.
PASSED by the City Council of the City of Port Orchard,
APPROVED by the mayor and attested by the Clerk in authentication
of such passage this 13th day of January, 1992.
