WHEREAS, City of Port Orchard is applying to the
State of Washington for.a Community Development Block Grant,
WHEREAS, it is necessary that certain conditions
be met as part of the application requirements,
WHEREAS, City of Port Orchard shall agree to comply
with all applicable federal and state regulations in the event
that this application is selected for funding,
WHEREAS, City of Port Orchard will comply with
applicable federal and state regulations in regard to environ-
mental impact of the project,
WHEREAS, City of Port Orchard will provide citizens
with the opportunity to comment on the proposed housing and
community development activities and the estimated cost of the
project in relation to the activities planned to benefit
low- and moderate -income persons,
WHEREAS, City of Port Orchard will minimize dis-
placement as a result of activities assisted with CDBG funds;
and assist persons actually displaced as a result of such
activities;
WHEREAS, City of Port Orchard will conduct and
administer its program in conformance with Title VI and Title
VII.I,, and affirmatively further fair housing;
WHEREAS, City of Port Orchard will provide opport-
unities for citizen participation comparable to the state's
requirements (those discribed in Section 104(a)(2) of the Act,
as amended); and
WHEREAS, City of Port Orchard will not use assessments
or fees to recover the capital costs of CDBG-funded public
improvements from low -and moderate -income owner -occupants.
WHEREAS, City of Port Orchard has complied with all
public hearing requirements and will certify to this compliance.
NOW THEREFORE BE IT RESOLVED, that the Mayor of the
City of Port Orchard is hereby authorized to sign and submit an
application dated September 30, 1985 to t•he State of Washington
on behalf of City of Port Orchard for Community Development
Block Grant.
