1296 - Resolution - Application for Outdoor Recreation Funding AssistanceRESOLUTION NO. 1296 A RESOLUTION OF THE CITY OF PORT ORCHARD AUTHORIZING AN APPLICATION TO THE INTER- AGENCY COMMITTEE FOR OUTDOOR RECREATION (IAC) FOR FUNDING ASSISTANCE FROM FUNDS PROVIDED THE STATE OF WASHINGTON THROUGH THE SMALL BUSINESS ADMINISTRATION, PARKS AND RECREATION AREA DEVELOPMENT GRANT PROGRAM AS PART OF THE EMERGENCY JOBS BILL, PUBLIC LAW 98-8 WHEREAS, under the provisions of the Emergency Jobs Bill, Public Law 98-8, funding assistance has been made avail- able to aid the cost of landscaping and improving public parks and places; and WHEREAS, the Port Orchard City Council considers it in the.best public interest to make application for funding of project(s) in the City of Port Orchard. NOW, THEREFORE BE IT RESOLVED, by thb City Council of the City of Port Orchard, Washington that, 1. That the Mayor be authorized to make formal application to the IAC for funding assistance from the Parks and Recreational Area Grant Program. 2. All work will be completed before September 30, 1983. 3. All contracts for services will be awarded only to contractors who would quality as small businesses under Section 3 of the Small Business Act. 4. Supplies purchased will be procured only from businesses which would qualify under Section 3 of the Small Business Act as a small business. 5. But for funds received from the IAC, the work to be preformed would not be performed prior to September 30, 1983., 6. Individuals employed by the sponsor or a contractor with.the proceeds of any funds received shall only be individuals who do not have full time employment, and are not simultaneously drawing unemployment compensation for the same period of employment. RESOLUTION NO. 1296 Page 2 7. Every reasonable attempt will. be made to assure that the funds result in employment of the maximum number of otherwise unemployed individuals and will result in benefits of lasting value to the public.
