1379 - Ordinance - Amending Ordinance 1317 Building and Plumbing FeesORDINANCE NO. 1379,/ ` n d Ore I,/ N ORDINANCE OF THE CITY OF PORT RCHARD, AMENDING SECTION 1 OF ORDINANCE NO. 1317 (Port Orchard Municipal Code 15.04.010) AND PROVIDING FOR MODIFICATION OF BUILDING AND PLUMBING FEES AS SPECIFIED IN THE UNIFORM CODES. THE CITY COUNCIL OF THE CITY OF PORT ORCHARD, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1. Section 1 of Ordinance No. 1317 (Port Orchard Municipal Code 15.04.010) is hereby amended to read as follows: 15.04.010 Uniform Building Code Adopted. There is adopted by the Council of the City of Port Orchard for the purpose of prescribing regulations governing conditions hazardous to life and property and the 1985 Edition of the Uniform Building Code, Uniform Building Standards, Uniform Mechanical Code, Uniform Housing Code, Uniform Code for the Abatement of Dangerous Buildings, Uniform Sign Code, Uniform Administrative Code, Uniform Building Security Code, as adopted and published by the International Conference of Building Officials (ICBO) with appendixes of all volumes and adopted by reference pursuant to the provisions of RCW 35.21.180 is adopted as the official Building Code of the City of Port Orchard subject to the amendment and additions set forth in this title. Volume 1, Uniform Building Code, 1985 edition is hereby amended as follows: Section 301(b): Delete items, 1,3,4,5,6, and 7. Section 303, first sentence shall read: The application, plans and specification and other data filed by an applicant for permit shall be reviewed by the Building Official or his duly authorized representative. 3. Section 304(g), the Building Official is authorized to waive the `Permit Fee and Plan Review Fee specified in table 3(a) of the Uniform Building Code and in the Uniform Plumbing Code upon the following conditions having been satisfied: A. The permit is for a residential unit of an owner/occupant who is 60 years or older with a maximum annual income, together with all persons in the household, below the poverty line as established by the Office of Management and Budget in Washington, D.C. B. The work is for essential repairs and improvements, such as insulation, weatherization, roof repairs, structural repairs or essential plumbing repairs. C. The owner/occupant of the home completes a form supplied by the Building Official requesting exception from the Building Permit Fees. The waiver of fees applies only to City fees. All fees required by the State of Washington and other jurisdictions shall be paid by the permit applicant. Ordinance No. 1379 Page Two 4. Section 1210(a) Fire Warning Systems: There is added "The provisions of this section shall apply exclusively to existing non -conforming Group R-Division 1 occupancy's more than (2) stories in height. EXCEPTION: No Group R-Division 1 Occupancy containing three (3) or more dwelling units shall be exempt from section 1'210(a) of Volume I Uniform Building Code. 5. Section 2517(g)(3) Bracing: Delete D through H. EXCEPTION: Items D through H may be used in conjunction with A, B, C or other bracing methods approved by the Building Inspector. ADD: All new buildings will be insulated to meet the thermal performance and design standards of new buildings as described in RCW 19.27. Compliance with this law shall be evidenced at the job site by the posting of .0 compliance card. The card shall indicate the "R Value" of the material installed by each section of this structure and in the case of loose insulation the number of bags,and weight per bag. It is the responsibility of the Building Official or his duly authorized representative to assure compliance in all new buildings (including dwellings and new apartment houses) to which the law applies. 6. Special Provisions Section 713(b) Standpipes: The second to last sentence shall be changed to read, "The source of water may be either by interconnection with the sprinkler system or may be connected with the domestic water supply by a minimum of 2-inch diameter pipe with 1 1/2 inch NS hose adapter. Appendix, Chapter 53, Section 5301(b) Energy Conservation in new Building Construction: EXCEPTION: Insulation materials installed in walls and ceilings which are required to be of fire resistive construction shall meet Class 2 flame spread requirements unless the materials are concealed in a wall or ceiling cavity with fire resistive materials applied directly against surfaces.
