December 18, 2018-State of Emergency/Disaster TornadoPROCLAMAT ON STATE OF EMERGENCY WHEREAS, the City of Port Orchard Department of Emergency Management has reported to the Mayor that on December L8,2018, a tornado touched down in the City of Port Orchard, and WHEREAS, the National Weather Service has indicated the Tornado as a "Considerable" Category EF-2; and WHEREAS, persons and property in the City of Port Orchard have been damaged and to eliminate or reduce any immediate threat to life, public health, or safety a state of emergency needs to be declared; and WHEREAS, it is necessary to activate the City of Port Orchard's Comprehensive Emergency Plan and utilization of emergency powers granted pursuant to RCW 38.52 and City of Port Orchard Municipal Code 2.8O.2LO. now therefore, THE MAYOR OF THE CrTY OF PORT ORCHARD, WASHTNGTON HEREBY RESOLVES AS FOLLOWS: That it is hereby declared that there is an emergency/disaster due to a Tornado touching down in the City of Port Orchard; therefore, designated departments are authorized to enter into contracts and incur obligations necessary to combat such emergency to protect the health and safety of person and property, and provide emergency assistance to the victims of such disaster as outlined in POMC 2.80.210. Each designated department is authorized to exercise the powers vested under Section 1 of this Proclamation in the light of the demands of an extreme emergency situation without regard to time-consuming procedures and formalities prescribed by law (excepting ma ndatory constitutiona I req uirements).
