12/21/2021 - MinutesCity of Port Orchard Council Finance Committee A meeting of the Council Finance Committee was held via Zoom link December 21, 2021 at 5:00 p.m. PRESENT: Council members John Clauson, Jay Rosapepe, Shawn Cucciardi, Mayor Rob Putaansuu, Director of Finance Noah Crocker, Director of Development Nick Bond, Police Chief Matt Brown, HR Manager Debbie Lund, The meeting was recorded. Finance Report The Finance Director discussed the Sales Tax and REET Revenue report. The sales tax revenue collected November 2021 is at 1.4% over its 2021 budget and 19% over the 2020 actual sales tax revenue collected. Real Estate Excise Tax collected thru November 2021 is at $1,951,747. This represents approximately 87% of the biennial budget and approximately 48% of what was budgeted for collections for 2021 YTD. The Finance Director reviewed all the fund balances including the monthly budget report and the committee had no questions. Budget Amendments The finance director reviewed title changes of long-range Planner FTE to a Senior Planner FTE. There is no cost impact as these positions have the same salary range. The proposal would eliminate the Long-Range Planner FTE and position and move the FTE to the Senior Planner position. There is an additional adjustment of moving 1 FTE from an Accounting II position to an Accounting I position. This change results in cost savings to the City. There was some discussion regarding non-represented employees COLA for 2022 as well as potential agreements from the union’s. Personnel The Mayor discussed changing a current part time union employee to a full time position and working with the teamsters to assign this employee non-union work. This will be a cost increase but will provide DCD some relief on the administrative side. Secondly, the police department would like to offer an incentive structure to recruit officers as well as increase the FTE count inorder to have overlap. The Finance Committee was supportive of all changes. Community Center The Mayor discussed updates to the Community Center plan. Good of the Order The meeting adjourned at 5:40 pm.
